2. Project Brief:
The intention for plots 12/13 is to build either one large building or a series of smaller buildings to accommodate the expansion of research from the other facilities already at the Bio-Quarter and to house the facilities from other University of Edinburgh buildings. Each element of the 3 requires to be built in phases as and when funding becomes available, therefore a modular approach is being considered. The recently occupied SCRM building is the University’s flagship building of the Bio-Quarter. Plots 12/13 are seen by the University more as support sites. Therefore this new development will not require the same emphasis on aesthetics as SCRM, nor as proposed elsewhere on the Bio-Quarter. Instead, the building will require to respond to the significant technical requirements of an important support facility with an understanding of the flexibility necessary to meet scientific innovation and practice methods. The feasibility stage will determine whether the solution lends itself to one building or a series of separate facilities integrated on the plots, and The University of Edinburgh will therefore be seeking a shortlist of design teams to prepare a lump sum feasibility RIBA work stage A/B and a fee proposal with a further percentage fee to take the project from RIBA work stages C-L.
All 3 elements need to be capable of future expansion and must also incorporate a degree of flexibility whilst responding to the particular service requirements and environmental control expected of a fully equipped, highly technical facility, and as such the engineering input will be critical to the success of the proposals.
3. Overview of Procurement Exercise.
As a first step to awarding the design contract for this project, this Pre-qualification Questionnaire (PQQ) has been drafted in order to assess the ability of the companies who are seeking the appointment. The PQQ is marked out of 66 and the highest 5 companies will be invited to tender. This tender will be a percentage fee of the construction costs and a further questionnaire. Both will be marked and weighted as per award criteria to get a final cost/quality mark.
This appointment is for a Design Team. The Design Team should consist of Architecture Consultants, Mechanical/Electrical Engineer and Structural Engineer (incl. services). The Lead Consultant will be the Architecture Consultants, who will need to have the necessary size and experience for this type of project.
This PQQ should be completed by the Lead Consultant.
The Quantity Surveyor and CDM Co-ordinator should be excluded, as they will be appointed directly by the University.
