Range: between 3 500 000 and 6 000 000 GBP
Frequency and value of the contracts to be awarded: Precise quantities and values are unknown and will also depend on the number of purchasers relying on the framework. Whilst it is anticipated that initial expenditure will be in the region of 3500000 GBP and 6000000 GBP, this is approximate only and the values will be to such level as those purchasing consider necessary to provide suitable requirements.

Places for People Development is a subsidiary of the Places for People Group, one of the largest property management, development and regeneration companies in the UK. It carries out development on behalf of all of the organisations within Places for People developing multi tenure and mixed use neighbourhoods. In Scotland development activity is generally undertaken on behalf of the following companies:
Castle Rock Edinvar Housng Association.
Places for People Scotland Ltd.
Places for People Homes Ltd.
Places for People Development in Scotland now wish to select a number of Consultants to provide a range of services including Quantity Surveying, Employers Agent and Monitoring Surveying, Architectural and Design Monitoring and Structural and Civil Engineering Consultancy services to Project Teams operating from our Edinburgh office. The Contracting Authority is seeking expressions of interest from suitably resourced and experienced Consultants.
The opportunity will be divided into three Lots.
Lot 1 Cost Consultants, Quantity Surveying, Employers Agent and Monitoring Surveyor Services.
Lot 2 Architectural and Design Monitoring Services.
Lot 3 Structural and Civil Engineering Services.
The framework contract will be in the form of a Places for People standard framework agreement, under which services will be called off for specific projects in accordance with the Standard Appointments operated by Places for People Developments.

Lot 2 is for Architectural and Design Monitoring Services and is for 6 to 8 economic operators to be appointed by the contracting authority in Scotland for Development.
Lot 3 is for Structural and Civil Engineering Services and is for 3 to 4 economic operators to be appointed by the contracting authority in Scotland for Development.
Economic operators may apply for one or more Lots.
The framework agreement is due to commence in April 2014.

It is anticipated that procurement of building works will generally be in accordance with the following methodologies:
Design & Build with Contractor Procured following Planning Submission;
Traditional Design & Build;
Traditional Bills of Quantities with partnering ethos;
Development Agreements – Turnkey Payment on Completion;
Development Agreements – Turnkey Milestone Payments;
Non-standard JV Arrangements.
The economic operators appointed pursuant to this procurement will observe the terms of any contracts entered into pursuant to it and the Contracting Authority reserves the right to terminate any such contract, or bring to an end any partially complete services, for failure on the part of an economic operator to satisfactorily acheive any performance levels or requirements.
For the avoidance of doubt, the Contracting Authority reserves the absolute right not to call off services under any or all Lots detailed in this contract notice for any reason including but not limited to a change of budget allocation by the Contracting Authority or re-allocation of services to another economic operator, including the Contracting Authority’s in house technical services team.
Save for any mandatory periods, the timescales indicated in this notice are approximate and the Contracting Authroity reserved the the right to amend the same.
It is intended that the Framework Agreement will be capable of being used by other Contracting Authorities in Scotland. This procurement is being undertaken by the Contracting Authority for itself and as lead authority for the benefit of other organisations set out below as referred to in I.2 (without any obligation for them to participate) of the OJEU notice (an any successor body of any organisations listed) and for the benefit of any Local Authority / Registered Provider that may fall within the geographical remit of this agreement. Accordingly, it is the intention that these other Scottish public ogranisations should be able to rely on this procurement to purchase such services without the need for any further procurement process.
The specific services detail and breakdown of value relating to wider contracting authority interest is as yet unallocated.

The performance of the contract is subject to particular conditions: yes
Description of particular conditions: Under the contract the appointed economic operator and its supply chain will be required to actively participate in the achievement of social, community and/or environmental policy objectives relating to recruitment and training, community benefits and supply chain initiatives which are relevant and proportionate to this contract. Accordingly the contract performance conditions may relate in particular to social ,community and environmental considerations. Other conditions of the contract with which the successful company will be required to comply will be set out in the tender documentation.
III.2)Conditions for participation
III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers

Information and formalities necessary for evaluating if the requirements are met: (1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.
(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.
(3) All candidates will be required to produce a certificate or declaration demonstrating that they have not been convicted of a criminal offence relating to the conduct of their business or profession.
(4) All candidates will be required to produce a certificate or declaration demonstrating that they have not committed an act of grave misconduct in the course of their business or profession.
(5) All candidates must comply with the requirements of the State in which they are established, regarding registration on the professional or trade register.
(6) Any candidate found to be guilty of serious misrepresentation in providing any information required, may be declared ineligible and not selected to continue with this procurement process.
(7) All candidates will have to demonstrate that they are licensed, or a member of the relevant organisation, in the State where they are established, when the law of that State prohibits the provision of the services, described in this notice, by a person who is not so licensed or who is not a member of the relevant organisation.
(8) All candidates will be required to produce a certificate or declaration demonstrating that they have fulfilled obligations relating to the payment of social security contributions under the law of any part of the United Kingdom or of the relevant State in which the candidate is established
(9) All candidates will be required to produce a certificate or declaration demonstrating that they have fulfilled obligations relating to the payment of taxes under the law of any part of the United Kingdom or of the relevant State in which the economic operator is established.
Applicants will be required to complete a prequalification questionnaire (PQQ), including requirements relating to personal situation of economic operators and necessary enrolment on professional or trade registers as set out in the PQQ and Public Contracts (Scotland) Regulations 2012.
This would include CHAS registration (or other equivalent SSIP) or the agreement to have such registration in place should you be successfully appointed to any framework and before any contracts are issued.

Applicants will be required to complete a Pre Qualification Questionnaire (PQQ) including requirements on economic and financial capacity.

(3) All candidates will be required to provide certification from an independent body attesting conformity to environmental management standards in accordance with the Community Eco-Management and Audit Scheme (EMAS); or the European standard BS EN ISO 14001.
(4) All candidates will be required to provide certification drawn up by an independent body attesting the compliance of the economic operator with quality assurance standards based on the relevant European standards.
(5) Certificates drawn up by official quality control institutes or agencies of recognised competence attesting the conformity of products clearly identified by references to specifications or standards.
(6) Samples, descriptions and/or photographs, the authenticity of which must be certified if the contracting authority so requests.

(8) A check may be carried out by the contracting authority or by a competent official body of the State in which the candidate is established, to verify the technical capacity of the candidate; and if relevant, on the candidates study and research facilities and quality control measures;
(9) A statement of the candidate’s technical facilities; measures for ensuring quality; and their study and research facilities;
(10) An indication of the proportion of the contract which the services provider intends possibly to subcontract.
(11) A statement of the technicians or technical services available to the candidate to carry out the work under the contract; or be involved in the production of goods or the provision of services under the contract; particularly those responsible for quality control, whether or not they are independent of the candidate.
(12) A statement of the tools, plant or technical equipment available to the service provider or contractor for carrying out the contract.
(13) A list of works carried out over the past 5 years, detailing the value of the consideration received; when and where the work or works were carried out; and whether they were carried out according to the rules of the trade or profession and properly completed.
