UK Shared Business Services LTD as the Contracting Authority is putting in place a contract for the purchase of Professional Services to support the Refurbishment of The Innovation Centre, British Antarctic Survey, Cambridge on behalf of UK Bodies.
These bodies include but are not limited to The Science and Technology Facilities Council, The Medical Research Council, The Engineering and Physical Sciences Research Council, The Economic and Social Research Council, The Natural Environment Research Council, The Arts and Humanities Research Council, The Biotechnology and Biological Sciences Research Council, UK Shared Services Ltd, Central Government Departments and their Agencies, Non Departmental Public Bodies, NHS bodies, Local Authorities, Voluntary Sector Charities and/or other private organisations acting as managing agents or procuring on behalf of these UK bodies (see section VI.3, Additional Information).

In March 2013 the Science Minister, the Rt Hon David Willets MP announced a joint project between the NERC, BAS and Cambridge University to create the Cambridge Innovation Centre for the Environment based at the BAS campus.
“The innovation centre will combine and expand upon the expertise of BAS and Cambridge University in order to create first class scientific collaborations in new areas, access new streams of funding and demonstrate the economic benefit of our work through closer working with business”
The objectives of the project are to:
– Create first class scientific collaborations with business and academic centres;
– Upgrade BAS facilities;
– Allow both Cambridge University and BAS to access new funding streams;
– Improve Economic benefits of scientific research;
– To provide new scientific facilities which are UK leading facilities.
This tender is to commission the professional services of a Design Team primarily incorporating the following core roles:
– Architectural Design;
– Structural Design;
– Cost Consultancy;
– Building Services Design;
– Health & Safety Consultant;
– Landscaping Design.
However the team should also include for such specialist services relating to acoustics, fire, drainage etc
The Design Team will nominate a lead consultant who will be the contracting party, act as the point of contact between the team and the Employer and will be responsible for co-ordinating all designs and information.
BAS will have an in-house Project Manager, who will be the main point of contact for the lead Consultant.

Description of particular conditions: The government has set out the need for greater transparency across its operations to enable the public to hold public bodies and politicians to account. Precise information on deadline(s) for lodging appeals: The Public Contracts (Amendment) Regulations 2009 also clarify that a letter received from an unsuccessful bidder is not in itself enough to extend the legal standstill period and prevent the authority signing the contract. To do so, a bidder must actually go to court, issue proceedings, and serve them. If an appeal regarding the award of the contract has not successfully resolved the Public Contract Regulations 2006 (SI 2006 No 5) as amended by The Public Contract (Amendment) Regulations 2009, provide for aggrieved parties who have been harmed or are at risk of harm by breach of the rules to take action in the high court (England, Wales and Northern Ireland). The new limitation period will apply specifically where a bidder brings and “ineffectiveness” claim.
