The Framework is split into the following Category Lots:

Workstream 1: Domestic asbestos consultants.

Workstream 2: Commercial asbestos consultants.

There is also a separate CN for Asbestos Removals (Workstreams 3 and 4 for Domestic/Commercial contractors) available on the same tender.

In order to ensure this opportunity is available to SME’s, the framework will be divided into NUTS Regional Lots: Highlands and Islands, North Eastern Scotland, Southern Scotland, West Central Scotland and Eastern Scotland.

Workstreams and Regions operate independently of one another.

Tenderers may apply for one or more one workstream and regions.

SPA Clients have diverse property portfolio with different volumes of asbestos removal and remediation services required, due to day-to-day maintenance and repairs to large-scale planned replacement projects.

Turnover: Turnover: this is calculated as twice the typical value for projects called off this framework. If a company’s turnover in each of the last two years exceeds 500 000 GBP then it passes. Failure to meet the minimum turnover amount will exclude the tenderer to further evaluation. For new start-ups, demonstrate financial status (e.g. forecast of turnover for the current year and a statement of funding provided by the owners and/or the bank, charity accruals accounts or an alternative means of demonstrating financial status). LHC shall consider the information and may accept the company with or without financial restrictions.

Profitability: this is calculated as profit after tax but before dividends and minority interests.

Liquidity: this is calculated as current assets and work in progress, divided by current liabilities.

If a company passes both Profitability and Liquidity the company meets the framework requirement.

If you fail either Profitability or Liquidity LHC shall require additional financial information from tenderers, and take this into consideration in the financial assessment process and also obtain independent assessments on the financial information provided by the tenderer, or where applicable the Parent/Holding Company, and take this into consideration in the financial assessment, LHC shall consider the information and may accept the company with or without financial restrictions.

Failure to meet both Profitability and Liquidity criteria will exclude the tenderer to further evaluation.

SPA considers that this framework may be suitable for economic operators that are small or medium enterprises(SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender.

The Contracting Authority does not intend to include a sub-contract clause as part of community benefits (as per Section 25 of the Procurement Reform (Scotland) Act 2014) in this contract for the following reason:

This is a framework where individual call-off contracts are not expected to reach threshold. Where contracts are above threshold the Community Benefit requirement will be set by the Contracting Authority calling off from the framework.

A summary of the expected community benefits has been provided as follows:

LHC Clients are required to consider Community Benefits on each and every contract. Tenderers must be awarethat LHC Clients may add Community Benefit requirements including but not limited to:

— to generate employment and training opportunities for priority groups,

— to up-skill the existing workforce,

— equality and diversity initiatives,

— to make sub-contracting opportunities available to SMEs, the third sector and supported businesses,

— supply-chain development activity,
