The Highland Council has responsibilities for non-domestic premises (as employer and owner of property) which may contain asbestos and has, under the Control of Asbestos Regulations 2006, a legal duty to manage the risk from Asbestos Containing Material; or a duty to co-operate with whoever manages that risk.
The key targets to be achieved by the Highland Council with this consultancy appointment are to have 356 Measured Surveys and Management Asbestos Surveys for 481 Highland Council buildings, consultation with Highland Council Responsible Premises Officers and creation of digital site specific Asbestos Management Plans for each establishment. All surveys, plans, consultations and uploads to be completed by 31.10.2013. The contract is split into 3 Lots as follows:
Lot 1 – Measured Property surveys, production of Property Plans in AutoCAD 2010 format and Asbestos Management Surveys.
Lot 2 – Production and delivery of Asbestos Management Plans (including Action Plans) and Management of associated Property/Asbestos Information Systems.
Lot 3 – Provision of e-learning training modules for Asbestos Awareness and Asbestos Management Plan/Procedures.

Minimum criteria shall apply to company and personnel. The organisation and individuals involved must evidence UKAS Accreditation and competency compliant with the recommendations of HSG264.
Consultancies may apply for one or all Lots.

The Council will analyse the responses to the Pre-Qualification Questionnaire in accordance with Regulations 23, 24, 25 and 26 of the Public Contracts (Scotland) Regulations 2006, to identify those Applicants that have the economic and financial standing and technical or professional ability to deliver the Project. Rejection shall be automatic unless the potential bidder is able to demonstrate business, technical, and financial capacity and propriety in respect of all of these requirements in relation to the provision of services forming the subject of the potential bidder’s expression of interest. Closing date for receipt of completed PQQs is Thursday 13.12.2012 at 12 noon.
