This is a new framework commodity for NEUPC and therefore there is no preceding framework to draw reference from.
NEUPC is looking to establish a new framework agreement which is for the provision of asbestos removals related services, primarily including encapsulation, extraction, repair and safe disposal within scope.
The intended outcome is a three lot framework defined by geographic region and by type of service as set out below:
Lot 1 – removals – geographic region North East
Lot 2 – removals – geographic region Yorkshire and Humberside
Lot 3 – removals – geographic region Midlands
The framework scope does not include asbestos consultancy services, for which a separate framework agreement will be advertised by NEUPC.
The framework will be made available to all members of NEUPC. Membership of NEUPC may be subject to change due to strategic realignments or the inclusion of new members. A complete list of current NEUPC members can be found at the following URL http://www.neupc.ac.uk/our-members

A prequalification questionnaire must be completed by all economic operators wishing to participate in this tender opportunity. The evaluation criteria and weightings are laid out in the pre qualification questionnaire workbook. Evaluation of the PQQ will be undertaken by the Tender Working Party which consists of the NEUPC agreement manager, and personnel from member institutions with relevant technical and procurement knowledge and experience. All pre-qualification questionnaires will be evaluated within the lots for which the applicants have bid.
Dependent on the number and quality of tender responses it is envisaged that NEUPC will award five suppliers to each lot, and NEUPC may award a supplier to one lot or any of the lots for which that supplier has tendered.
Awarded suppliers will not be ranked and will be awarded equal status on the framework.
Agreement users will usually call off contracts from the framework through their own further competition processes including but not limited to direct award, competitive quotation, e-auction, mini-tenders etc. Agreement users may rank suppliers using their own further competition process. It is envisaged that contracts will be awarded based on time duration, or on a project by project basis.
