The Circle Housing Group (Circle) is one of the UK’s leading providers of affordable housing. With a committed team of more than 2 200 staff, Circle owns and manages more than 63 000 homes, including supported and sheltered housing, for around 200 000 residents across the UK. Circle are commencing this procurement as part of its overall business transformation programme, a key part of which is how it seeks to procure its Asbestos consultancy/survey services. Therefore on behalf of itself and its members (whether existing or future) Circle wishes to procure a 3 asbestos consultant/survey service provider. Applicants should note that this procurement is being conducted not only for the benefit of all existing Circle members but is also being undertaken on behalf of all future members of the Circle group. This procurement is being run in parallel with procurement for asbestos removal works and potential applicant’s attention is drawn to the fact that they are only able to apply for either asbestos survey or removal and in no circumstance both.

Description of particular conditions: The successful tenderer and its supply chain will be required to participate actively in the delivery of social and/or environmental policy objectives including those relating to customer involvement, recruitment, employment training, community and environmental sustainability and supply chain initiatives undertaken in accordance with Circle’s Life Chances plan and to support delivery of strategic goals: number one for customer loyalty; fantastic place, brilliant people who care; creating value through assets; accelerate Circle’s scale and reach to more customers.
In addition, Circle wishes to engage with suppliers who are geared to innovate to drive up service quality and efficiency in order to continuously improve value for money for Circle’s business and its customers. Contract conditions will therefore include social, environmental and value for money considerations.
Circle anticipates that the Business Transfers Directive 2001/23/EC as implemented by the Transfer of Undertakings (Protection of Employment) Regulations 2006 will apply to the transfer of personnel from incumbent contractors under this procurement. Circle’s detailed requirements will be set out in the Contract Documents.
