Non Licensed Works:
– Removal of asbestos and undertaking associated works in accordance with HSG 210 Task Sheets.
– Preparing risk assessments as required by HSG 210.
– Local environmental cleaning.
– Full decontamination.
– Emergency and also out of hours response services – provide on site attendance making safe any suspect or know asbestos containing materials, local environmental cleaning and disposal of materials.
– Encapsulation works.
– Removal of asbestos containing materials – removal and disposal of asbestos containing materials using appropriate control measures and under appropriately controlled conditions.
– Drilling holes and cutting asbestos containing materials and removal and disposal of waste.
– Removal of asbestos containing appliances, dismantling boilers and removal.
– Opening up of ducts.
– Collection of bagged waste.
– Provision of plywood temporary reinstatement.
– Provision of all enclosures.
– Supply and erect temporary hoarding and fencing.
– Arrange for and have undertaken all air testing by a UKAS accredited laboratory independent of the Licensed Contractor or the Group to which the Licensed Contractor belongs and further as approved by the Client.
– Undertake four stage clearance and issue certification providing that the area is safe for re-occupation.
– Provision of all documentation to the Client.
– Arrange for and have undertaken periodic reassurance air testing using an accredited UKAS laboratory including the issue of an air monitoring certificate providing that the area is safe for re-occupation. Provision of all documentation to the Client.
All Licensed Works must be carried out by a specialist HSE Licensed Asbestos Contractor who must also be a member of ARCA or other similar approved accredited body and have full environmental registration and an appropriate Waste Carrier’s License.
Applicants are to note that Non-Licensed Works under this Framework will only be carried out by organisations holding a Full HSE Licence.

Description of these options: The framework will be awarded to the successful companies on the basis of an initial 2 year period with the option for third and fourth year extension, subject to satisfactory review.

LHC considers that this framework may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender. Economic Operators wishing to tender for this framework arrangement are required to complete and submit a Pre-Qualification Questionnaire, which is downloadable from LHC Buyer Profile www.lhc.gov.uk/24 . All expressions of interest are required to be accompanied by a completed Pre-Qualification Questionnaire.
Expressions of interest not accompanied by a completed Pre-Qualification Questionnaires will be rejected, and economic operators submitting unaccompanied expressions of interest will not be considered.
Call-off projects may be subject to mini tenders or competition between companies appointed to the arrangement and LHC may introduce secondary tendering processes including electronic processes for call-off projects on behalf of participating bodies. It is envisaged that the minimum number of operators will be three in this Scottish Lot.
