In order to carry out certain repairs/improvements/replacements etc. to Council housing stock, the presence or non-presence of asbestos related materials (and if present, the condition of such materials) needs to be ascertained before works can be commence or be carried out in a safe manner. If it is concluded that asbestos needs to be removed, there is a requirement for this and following any removal, there is a requirement to ensure this has been done effectively.
Fife Council, Building Services currently carry out the majority of non-licensed asbestos removal works. It is acknowledged that there is still a requirement for licensed asbestos removal works, and this must be done by a competent and qualified contractor.
The Contract that will be tendered on behalf of Fife Council is for two connected services as follows:
1. Surveys: Management Surveys (standard sampling, identification and assessment survey/sampling and identification survey);
Refurbishment/Demolition Surveys (full access sampling and identification survey (pre-demolition/major refurbishment survey)
2. Air Testing: 4 stage clearance tests; reassurance tests; leak tests and background tests; Personal Monitoring; all with formal reporting of results.
