There are approximately 6 000 (six thousand) properties which belong to Southend Borough Council; these include high rise and low rise blocks, Sheltered Housing Units, Homeless Hostels. This figure will vary due to Right to Buy omissions and acquisitions throughout the Contract period.
The Consultant is to provide the following services (but not limited to); inspection, assessment and analysis of any material suspected to contain asbestos. Site sampling and risk assessment including all required tenant liaison.
Inspection documentation and recommendations for the Council’s records. Liaison with the removal contractor and tenants for removal and reinstatement operations where air monitoring is undertaken by the Consultant. To ensure all removal operations are in accordance with an offered and approved HSE method statement.
Site audits and or testing in connection with the removal contractors operations including; enclosure examination, smoke testing, background and leakage air testing, visual inspections, clearance air sampling and personal monitoring.
Provide a detailed report showing the quantity and location of asbestos removed on all jobs where the Consultant has carried out air monitoring. Detailed designs (including specification) of scheme designs.
24 hours — 7 day week emergency cover to respond to any out of hours emergency situations.
Act as Supervising Officer and Safety representative on site on South Essex Homes behalf. Act as the project co-ordinator to ensure CDM Regulations are adhered to.
To provide a survey facility in liaison with other stakeholders for properties where difficult access exists. A dedicated contract administration resource is to be provided by the Consultant for the duration of the contract.

Information and formalities necessary for evaluating if the requirements are met: The Authority will apply all the offences listed in Article 45(1) of Directive 2004/18/EC of the European Parliament and of the Council (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC of the European Parliament and of the Council (see also Regulation 23(2) in the PCR 2006) to the decision of whether a Candidate is eligible to be invited to tender.

Candidates will be required to answer these questions as part of the qualification process. For candidates who are registered overseas, you will need to declare if you have any offences/misconduct under your own countries laws, where these laws are equivalent to the Regulation 23 lists.
Candidates who have been convicted of any of the offences under Article 45(1) are ineligible and will not be selected to bid, unless there are overriding requirements in the general interest for doing so.
Candidates who are guilty of any of the offences, circumstances or misconduct under Article 45(2) may be excluded from being selected to bid at the discretion of the Authority.

In order to simplify this process, South Essex Homes has adopted PAS91 to assist suppliers reduce the need to complete a variety of different pre- qualification questionnaires. PAS91 is standard pre-qualification questionnaire format for buyers to use. This means that once you have completed a questionnaire in this format you can use the same set of standard responses for all buyers who have adopted PAS91.
