Scope of the Project
The appointed surveyor will be expected to provide the following services through this contract;
— Asbestos surveys to residential domestic properties;
— Asbestos surveys to associated non-domestic (common) parts;
— Testing and analysing asbestos samples;
— General advice/recommendation on strategies for managing asbestos found;
— Assessment of asbestos removal contractors and their work for the employer;
— Auditing and air clearance monitoring of asbestos removal contractors work;
— Potential auditing and air clearance monitoring and reporting upon non-licensed works undertaken by the LMH DLO operatives;
— Provision and maintenance of a web enabled asbestos register system;
— Periodic analysis and reporting upon the asbestos register information;
— Inputting of asbestos survey reports upon the register system and updating with removal related data and re-inspection reports;
— Retrospective conversion and inputting of employers accumulated previous survey data upon the register system;
— Extracting and providing summary asbestos survey/register data to regularly update the employers host asbestos register module;
— Training regarding asbestos for LMH staff, residents and operatives (general awareness, duty to manage and non-licensed works training likely);
— 24 hour advice line (for LMH staff) and emergency site attendance (within 2 hours); and
— Other advices as and when required.
The scope of this project does not include removal of asbestos LMH have separate arrangements for asbestos removal.
Estimated value excluding VAT:
Range: between 1 500 000 and 1 800 000 GBP

Selection criteria is based on scored evaluation of tenderers responses to 4 Technical questions plus supplier response to favourable responses to 3 pass/fail questions.
Tenderers that do not meet the following financial requirements will be excluded from the tendering process:
Public Liability Insurance of at least £5million
Professional Indemnity Insurance of at least £5million
Employer’s Liability Insurance of at least £5million
Tenderers that do not meet Contract Regulation 23(1) must provide an explanation as to what action was taken and how it does not affect their organisations business will be excluded from the tendering process
Tenderers that do not complete and a return a professional standing certificate in relation to Contract Regulation 23(4) will be excluded from the tendering process
