The Council is establishing a collaborative dynamic purchasing system for the provision of assessment and therapies for the 5 authorities in the Gwent Region in line with the light touch regime of EU Regulations and Public Contract Regulations 2015. The Council is looking to engage with suitably experienced and qualified organisations/individuals for the provision of independent professionals to deliver specific time and task limited assessments and therapeutic (or other) interventions.
The independent professionals will deliver the service across the 5 local authorities within the Gwent Region following the instruction of the commissioner requiring a service. The professional will be required to be independent from the instructing local authority and their assessments/interventions should be impartial, clear and analytical. Following the initial award of individuals/organisations to the DPS, the opportunity shall be re opened for those who have either failed during the initial procurement process or new individuals/organisations applying to join the DPS. This process shall commence with the advertisement of a contract notice issued via sell2wales, which shall remain live for the duration of the DPS period.

Independent social worker — The Council require independent social workers to undertake general social work activities which are required to act as agents of the Council to provide an independent view. Whilst the work will be in relation to the child, independent social workers will be required to complete work with the child(ren), parents, other family members or others connected to the child. Independent social workers will be required to complete the work in a professional manner and in line with statutory and Council requirements.

The mechanism of the DPS allows new individuals/organisations with the ability to join at any time during the period of the DPS, as set out in this document. The nature of the DPS is to establish a list of Individuals/organisations against each lot who are suitably qualified to provide a range of different assessments and therapeutic (or other) interventions on behalf of children services throughout the Gwent Region. Individuals/organisations tendering to join this DPS are tendering on the basis that they can provide a service within the Gwent Region. Individuals/organisations can apply for one or more of the lots.

This arrangement is the establishment of a Dynamic Purchasing System (DPS)in line with the Light Touch Regime of EU Regulations and Public Contract Regulations 2015.
IV.1.11)Main features of the award procedure:
Following the initial evaluation process (award stage), all individuals/organisations that meet the requirements of the award criteria – Selection and award stage as set out within this document will be placed onto the DPS agreement for each lot they are successful for. The commissioner shall commission work by either a direct call-off or mini competition as set out in the ITT documentation.

The procurement process for this arrangement shall follow a 2-stage, open procedure. Candidates will be required to pass the selection stage response before the award stage will be considered.
Selection stage — stage 1
This stage consists of pass/fail questions that must be completed in full. Failure to complete will result in the submission being rejected.
Candidates are required to pass all pass/fail questions to proceed to the award stage. Any candidate that receives a fail based on the scoring methodology within Table 1 of the ITT for any pass/fail question will be eliminated from the process at the point where the fail occurs.
Stage 2: Award stage (Lot 1 and 2 only)
This stage for lot 1 and lot 2 will be evaluated using the Most economical advantageous tender (MEAT) criterion, structured as quality 100 %
For Lots 3: 14 all individuals/organisations that successfully meet the requirements set out in the selection stage for each lot shall be awarded to the lot.
