The principal subjects of this tender exercise are as follows:
(a) The delivery of a Rating 2010 service involving the provision of professional advice in respect of the 2010 Rating Revaluation, contesting the Revaluations, conducting appeals and assessment of rates savings due to the client. In addition, tenderers may, if they wish, submit bids for a business rates audit and recovery service and /or water rates audit and recovery service. However bids for these additional services are optional and it is not intended that these services will be included in the contract, neither will any bids submitted for these optional services be included in the evaluation of tenders.
(b) The delivery an Asset Valuation Service in accordance with IFRS requirements involving the preparation and submission of valuations for capital accounting purposes, valuation of the Councils Housing Stock including Beacon Valuations impairment reports as appropriate and advice on issues related to IFRS including categorisation of assets into Finance Leases and Operating leases and work arising therefrom.
(c) The delivery of an insurance valuation service in respect of buildings for which the Council and West Midlands Fire Service undertakes to provide insurance cover.
