Description of the contract

We require a professional service provider to assist the Estates Manager to perform the following task: i. Carry out valuations, over a three year period, as advised by the City Council, the current identified need is for 497 valuations but this may change. ii. The service to be provided to include valuations for accounting and insurance purposes, as outlined below iii. It is anticipated that ad hoc additional ‘off programme’ valuations will also be required. Services for accounting purposes ? Each asset must be valued formally, All valuations should comply with RICS Valuation Standards (“Red Book”) and CIPFA’s Code of Practice on Local Authority Accounting in the United Kingdom (and associated Guidance Notes for Practitioners) (together referred to as “the Code”) for the valuations to be used for the purposes of the Statement of Accounts • Local Land Property Gazetteer Reference • Full site inspection including known constraints/condition • Title/tenancy checks • Planning status including options • Formal valuation including disclosure of all comparable evidence and disclosure of all workings • Measurements should be taken when necessary in accordance with RICS measurement code • Provide details of location, description and floor/site areas (site plans must be clearly annotated to identify asset) • Provide digital photographs Land, Buildings and components should be separately identified and valued (where appropriate) and Asset Classifications & Valuation Methods should comply with IAS 16 Property, Plant and Equipment, except where interpretations or adaptations to fit the public sector are detailed in the Code. Draft valuation information should be forwarded to the Estates Manager in Property Services on a monthly basis for agreement. Final signed reports will be provided on a regular basis but no later than the end of January for the financial year in which the valuations relate. The tender must be for a fixed amount lump sum based on an indicative valuation requirement of approximately 497 assets.
