Description of the contract

Government Procurement Service is running a Request for Information (RFI) on behalf of the Department of Energy and Climate Change (DECC) to gain market information from interested suppliers regarding the potential sale of the Greenhouse Gas Registry for Emissions Trading Arrangement (GRETA). GRETA is an emissions trading Registry System, which enables static installations (typically energy and large industrial installations) who are required to comply with the ETS, to set up accounts, verify emissions and surrender and trade allowances. The system also enables individuals who wish purely to trade allowances, to set up accounts and carry out transactions permitting them to do this. DECC is currently conducting market research as to whether the assignment of GRETA to a suitable organisation would be in the best interest of DECC and the Crown. Any potential assignment of rights to re-use of GRETA is subject to DECC obtaining the approval of The Controller of Her Majesty’s Stationery Office. Government Procurement Service is therefore facilitating this RFI on behalf of DECC to gather useful market knowledge and thus assist DECC in making the decision as to whether to eventually assign the GRETA software. This RFI is purely for market research purposes, with no guarantee of an eventual assignment to re-use GRETA at the end of the process.
