Auction Of Council Owned Land

Sandwell MBC are seeking expressions of interest from suitable companies to quote to Dispose of Council Owned Land & Premises by Auction.
As part of the Council’s on-going land and property disposal programme it is proposed to dispose of a number of sites/premises by way of auction. The Auction will be held on a date to be agreed at 6.00 pm and will take place in the Council Chamber at Sandwell Council House, Oldbury. The auction will be to accommodate Sandwell Council lots only.

In order to facilitate the auction it is proposed to appoint a firm to act on behalf in all aspects of the auction.

The appointed firm will be required to:-

1 be available to undertake an auction on a date to be agreed ;

2 provide a method statement for dealing with the disposal/auction process;

3 undertake any necessary consultations with appropriate Council officers to assist facilitation of the disposal process;

4 provide a valuation for each lot to be auctioned;

5 undertake all marketing of the lots to include, preparation of the sales particulars, erection of a “For Sale” board and advertising in the local press. Draft particulars must to be agreed with the Development and Commercial Property Group prior to print and subsequent despatch;

6 deal with all enquiries from prospective purchasers;

7 attend a meeting with officers, provide advice and agree a recommended reserve price for each lot during the week before the proposed auction;

8 advise, if requested to do so, on a suitable course of action in respect of any lot which fails to sell at the auction;

9 if requested to do so, negotiate a private treaty sale with any interested party if the lot fails to sell at the auction;

10 provide, where appropriate, an Energy Performance Certificate the cost of which must be agreed by the Council before being obtained;

Please note the following:-

1 Advertising costs must be agreed with the Council prior to commitment and must be displayed separately on any invoice for payment. The Council’s legal costs will be recovered on completion and these will be specified at the outset and legal packs will be made available to the appointed auctioneers for inspection

2 The Council will pay no fees. The agent to quote Agent’s administration costs which will be paid on completion. The administration charge will include all disbursement costs.

3 an advertising strategy and costs must be agreed separately with the Council prior to each auction being held;

4 disbursement costs will for the purposes of the contract be defined as the following:-

a) preparation of suitable auction catalogues, including maps/plans as supplied by the Council;

b) provision of suitable “For Sale” boards;

c) erection of suitable “For Sale” boards;

d) photographs for window displays and black and white reproduction in the auction catalogue;

e) arranging and conducting all viewings;

f) preparation, print and despatch of the auction catalogue;

g) all other matters other than the cost of advertising.
