NHS Shared Business Services (NHS SBS) wishes to establish a framework agreement for use by or on behalf of current and future NHS SBS clients without limitation (i) any National Health Service (NHS) Trust (ii) other persons and bodies exercising NHS functions or otherwsie providing NHS services (including, but not limited to Primary Care Trusts, Strategic health Authorities and Foundation Trusts) (being other NHS Entities) (iii) other UK public sector bodies; (and their statutory successors and public sector health organisations and/or other public sector organisations created as a result of government re-organisation in the UK and (iv) private sector entities in the UK and Isle of Man healthcare sector. Public sector bodies (or “public sector body” in the singular) include but are not limited to the following list: NHS SBS clients (www.nwcca.nhs.uk/aboutus/member%20trusts) Hospices Public Corporations Local authorities police forces in the UK Fire and Resuce Services Registered Social Landlords (Housing Associations) Third Sector and Charities. The supplier will be required to report to and pay a direct National Contract income stream (NCIS) fee to NHS SBS as detailed in the tender documents. NHS SBS is acting for itself and on behalf of its present and future clients including without limitation (i) NHS trusts, (ii) other persons and bodies exercising NHS functions or otherwsie providing NHS services (including, but not limited to Primary care trusts, Strategic Health Authorities and Foundation trusts) (iii) other UK public sector bodies (and their statutory successors and public sector health organisations and/ or other public sector organisations created as a result of government reorganisation in the UK).

Precise information on deadline(s) for lodging appeals: Restricted procedures include a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to bidders. The period allows unsuccessful bidders to seek further debriefing from the contracting authority before the contract is entered into. Such information should be requested from NHS SBS. If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 no 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High court. Any such action must be brought promptly.
