1)Short description:

Provision of a service checking and commenting on the schedules of proposed contracts and framework agreements and supporting administration. This is not a requirement for legal services and legal advice is not being sought. BAA has an entirely separate arrangement for the provision of in-house and external legal advice.

Lot No: 4 Lot title: Operational Procurement Support Services

1)Short description:

A) eProcurement Support to include e-Auctions, Oracle R12 Catalogue creation and updating, Oracle R12 Smart Forms creating and updating and ad-hoc support on Ariba e-Sourcing projects.
B) Spend Analysis to include providing an intelligent intervention with our existing data to enable a more efficient catagorisation and associated reporting and dashboards.
C) Procurement Helpdesk to provide a first point of contact for all procurement queries including but not limited to Supplier Queries, Procurement Member Queries, Other Airports Procurement Queries and Stakeholder Queries. It is envisaged that there will be a mix of queries which can be answered immediately and others where the helpdesk must direct them onwards to the correct individual within procurement.

Precise information on deadline(s) for lodging appeals: A standstill period will be incorporated at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. The Utilities Contracts Regulations (SI 2006 No 6) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court.
