Bedford Borough Council (‘the Council’) is seeking expressions of interest from suitable qualified organisations wishing to enter into a contract for the provision of certificated civil enforcement agent services in respect of the following debt categories: — Council Tax; — Non Domestic Rates (NNDR); — Business Improvement District Levy;- Housing Benefit Overpayments; and — Sundry Debts The Council reserves the right to include ancillary services should it be required at a later date during the contract period, particularly reserving the right to add (but not limited to) Parking Contravention Penalties and Community Infrastructure Levy. The provision of the Services will need to be delivered in accordance with the Local Government Finance Acts 1988 and 1992 (as amended), all associated secondary legislation and in line with the Bedford Borough Council Fair Debt Collection Policy. It is the Council’s intention to award a contract (the ‘Contract’) to each of the top two (2) ranking Bidders for a period of three (3) years excluding possible extensions. It is anticipated that the Contract will commence in February 2015. The winning Contractors will be required to provide a national coverage so that liability orders can be executed anywhere in England and Wales. The publication of this Contract Notice and the Invitation to Tender (‘ITT’) Pack in no way commit the Council to award any contract pursuant to any tender process. More specifically, the Council reserves the right to: – Cancel, postpone, suspend or abort the selection and evaluation process at any stage or this procurement in its entirety; and- Amend the terms, conditions and/or requirements. No business whatsoever is guaranteed under any resulting contract and there is no guarantee that any contract will be put in place in relation to this notice. Bidders shall have no claim whatsoever against the Council in respect of any costs incurred by Bidders in preparing their tender submissions (including but not limited to abortive costs incurred by unsuccessful Bidders and/or Bidders who made the decision to withdraw from the procurement, costs incurred as a result of the Council’s decision to cancel the procurement). In particular (but without limitation) the Council shall not make any payments to any Bidder save as expressly provided for in any agreement, if and when any such agreement is entered into. For further information, please refer to the ITT Pack that will be issued to interested organisations. Details on the registration are provided in Section VI.3 of this Notice. The services to be procured fall within Part B of Schedule 3 to the Public Contract Regulations 2006, as amended (the ‘Regulations’) and the Council does not intend to hold itself bound by any of the Regulations save those applicable to Part B Services. In light of the new statutory fee structure imposed by The Taking Control of Goods Regulations 2013 and The Taking Control of Goods (Fees) Regulations 2014, which came into effect on 6.4.2014, the Contract shall be awarded on the basis of 100 % Quality.
