This tender relates to one of those pieces of research.

Total quantity or scope of tender

The Agile Nation Project would like to commission research into what the barriers/perceived barriers are for Welsh businesses who do not offer more modern forms of working to staff e.g. varied working patterns. In contrast, Agile Nation would like to explore businesses that offer a range of working patterns to staff and examine the benefits businesses have seen after implementing these initiatives.

As part of this study, the project would like to examine both businesses known to Agile Nation through its Evolve programme and those that have not received any support from the project. We would like to re-visit businesses that we began supporting in 2010/2011 to see the impact the Evolve Programme has had on the business over time.

This project will follow on from the findings of ‘A Woman’s Place’; research that Chwarae Teg commissioned in 2012. The report showed that in 2002 1 in 5 women were not in work and looking after the family and home compared to 1 in 10 in 2010. Many of those women value more modern forms of working as they are still managing childcare responsibilities and paid work. Therefore it is vital that businesses can adapt their working patterns so that they are not restricting their talent pool when recruiting by limiting working patterns.

Further information and specific questions that this project will explore will be discussed with the successful applicant in the Project Initiation Meeting.

The following criteria must be adhered to when writing an application for this tender:

• The tender will have a maximum value of £20,000 inclusive of VAT. Price and any financial data must be stated in pounds sterling.

• Any interested parties must state clearly in their application their ability to meet the Project timescales

• The tender must be submitted either in English or bilingually (Welsh and English)

• The tender must not exceed 40 pages.

• Two hard copies of the tender should be submitted. Where samples of previous work are being provided, please note we cannot accept electronic copies.

3 Conditions for Participation

3.1

Minimum standards and qualification required

Quotations should be inclusive of expenses and VAT.

When applying for this engagement please ensure you include the following information:

• Your understanding of modern working practices including and not limited to flexible and remote working and their benefits to businesses and the Welsh economy

• Your understanding of issues affecting women’s progression in the workforce including an awareness of gender inequality issues in business that still exist

• Your experience in the field of research and evaluation

• The methodology you have used when undertaking projects of this nature

• A detailed breakdown of costs of the project

• Your ability to complete the work within the agreed timescales

• A risk matrix to highlight how you would deal with any unforeseen circumstances to meet the project milestones.
