Please note that this project comprises 2 lots. Lot 1 will be a contract for BBC Audience Data collation, analysis and reporting. Lot 2 will be a framework agreement for ad hoc analysis of research data.

The BBC requires one supplier to cover the bulk of its data collation and reporting requirements across all 3 platforms – TV, radio and online – and data from the other major studies – both ones that the BBC owns and manages and other external sources.

In the case of technology requirements, the BBC may involve its technology partner (Atos IT Solutions and Services Limited) to assist in the scoping and drafting of invitations to tender and/or the evaluation of tenders.However, the final decision as to which is the most economically advantageous (by reference to the award criteria) will be made by the BBC. The awarding authority reserves the right not to award a contract and to annul the procurement process at any stage. Tenders and all supporting documents must be priced in sterling and all payments will be made in sterling. The contract shall be subject to English law. The awarding authority does not bind itself to accept the lowest, or any tender and reserves the right to accept part of a tender unless the tenderer expressly stipulates otherwise in the tender document. Lot No: 2 Lot title: BBC Audience Research data – ad hoc analysis.

1)Short description

In addition to the lot 1 contract, the BBC will be entering into non-exclusive framework agreements with capable suppliers for the provision of ad hoc audience research data collation, analysis and reporting across all the media platforms on which the BBC operates (TV, radio, online) – potentially covering the performance of all BBC services and their competitors in the marketplace. It is for secondary analysis and reporting – not for primary data collection. For significant pieces of ad hoc analysis and reporting that do not fall within the scope of the main contract (lot 1), companies on the Framework Agreement (lot 2) will be invited to propose competitive solutions.

Justification for the choice of accelerated procedure: The current contract expires at the end of December 2012 and cannot be extended further. The BBC believes that any new provider would need a 6 month lead-in/handover time before being ready to fully takeover all the reporting required from January 2013. This means the timetable is designed to both minimise the potential effect on service provision and provide any bidders with sufficient time to provide a fully operational service.
