The BBC has a major building project currently underway, at Central Square in Cardiff, known within the BBC and referred to hereafter as CSq. This building requires the design and installation of a structured cabling infrastructure including UTP and fibre optic cable
The following items are in scope:
— Installation, termination and testing of UTP (unshielded twisted pair) structured cabling between apparatus rooms and general offices, selected parts will be dual homed. Includes apparatus room distribution frame panels, patching cables and cables to equipment in the apparatus room. Includes termination faceplates and cable connectors in general offices e.g. at user workstations, meeting rooms, corridors, reception areas, high level points and high level wi-fi access points. Includes some termination in production areas such as control rooms and studios, on 19” mounting panels.
— Installation, termination and testing of fibre optic structured cabling between apparatus rooms. Includes apparatus room distribution frame shelves and tielines between apparatus rooms.
— Provision of termination boxes
The successful supplier will be responsible for designing the structured cabling system to BBC specifications.
The following items are out of scope:
— Procurement and installation of data switches.
— Procurement and installation of RF head end system and local splitters.
— Procurement and installation of fibre transmission equipment.
— Provision of electrical power to apparatus room equipment bays.
— Bulk Provision of ductwork and cable trays.
— Racks and patching frames (these will provided as part of the base build).

The BBC will evaluate technical ability/financial standing of the bidders in accordance with Articles 57-65 of Directive 2014/24/EU and Regulations 57-65 of the Public Contracts Regulations 2015 and detailed explanations of the evaluation methodology and minimum criteria to be satisfied are set out in the Tender Information Pack.

In the case of technology requirements, the BBC may involve its technology partner (Atos IT Solutions and Services Limited) to assist in the scoping and drafting of invitations to tender and/or the evaluation of tenders.However, the final decision as to which is the most economically advantageous (by reference to the award criteria) will be made by the BBC. The awarding authority reserves the right not to award a contract and to annul the procurement process at any stage. Tenders and all supporting documents must be priced in sterling and all payments will be made in sterling. The contract shall be subject to English law. The awarding authority does not bind itself to accept the lowest, or any tender and reserves the right to accept part of a tender unless the tenderer expressly stipulates otherwise in the tender document.
