Introduction

The BBC’s domestic radio services are a critical part of the way that BBC informs, educates and entertains the UK, and a hugely important part of the nation’s cultural life. Every week, more than two-thirds of adults in the UK turn to BBC Radio for programmes and services which consistently set the agenda for the country. The BBC is now seeking to re-procure many of the transmission services which underpin the delivery of more than 500 million of these listener hours every week.

Spanning the analogue radio transmission services for the next period, the next decade and a half of transmission for the core of the BBC’s digital radio network, and an extension to that network to add a further 150-170 transmitters, this is an outstanding opportunity for the right candidate to be a part of broadcasting history and the continuing BBC story.

So what is the opportunity?

The services to be procured are made up of two distinct parts:

1) Analogue Transmission – the continued transmission of FM and AM (medium-wave) radio services through to 2020; and

2) Digital Transmission – the continued operation of the core of the Digital Audio Broadcasting (DAB) digital radio transmission network to 2030 and a fourth phase of build-out (DAB Phase 4), increasing the population coverage to 97% of the UK

Expressions of Interest are invited from suitably qualified and experienced candidates for the provision of radio transmission services.

It is expected that the services will be made up of four lots:

The continued transmission of analogue radio services for up to 7 (seven) years to 2020 including;

Lot 1 – acquisition & operation of National, Regional and Local FM transmission; and

Lot 2 – acquisition and operation of National and Regional AM transmission;

Lot 3 – acquisition, maintenance and operation of the National DAB Phase 1 network for up to 17 (seventeen) years to 2030, and

Lot 4 – the design, deployment and operation of the National DAB Phase 4 network for up to 17 (seventeen) years to 2030

All services are inclusive of operation costs, including: acquisition, maintenance, upgrade and replacement / renewal of assets, electricity and other energy costs associated with the operation of the services.

The estimated value of these combined lots is £300m+ over the contract term(s).

The services under all lots rely on access to shared infrastructure (“network access”) which is regulated by undertakings given by the network access provider to the UK Competition Commission. More information will be provided at the briefing session.

The briefing will provide applicants with an opportunity to better understand the BBC’s requirements and the procurement process that will be followed. Further details of the briefing will be made available to attendees following receipt of your expression of interest.

Briefing Day

As space is at a premium, applicants will be required to nominate a maximum of 4 personnel to attend. Details of attendees must be provided by 12 Noon (GMT) on Friday 23 March.

This expression of interest notice and the Briefing Day are a prelude to the formal OJEU notice which will be issued in early April. It is intended that this procurement will follow the Competitive Dialogue Procedure.
