The Northern Ireland Transport Holding Company (NITHC) is a public corporation established under the Transport Act (NI) 1967 to oversee the provision of public transport in Northern Ireland. Under the operating name of Translink it is responsible for the operation of its subsidiary companies, Citybus (now Metro), NI Railways and Ulsterbus, which deliver passenger transport services.
Included within Translink’s land portfolio is a c20 acre site which comprises the Europa Buscentre with the Great Victoria Street Railway Station and land adjoining occupied by warehousing and used for the parking and servicing of buses.
Translink is proposing to develop this substantial site in the centre of Belfast and initial proposals include an integrated transport hub for road and rail with associated office accommodation together with master planning for a large mixed use development on the rest of the site. The new Transport Hub will have to be of sufficient capacity to provide for the anticipated growth from the present 6,7m passenger journeys through the existing facilities to circa 13m by 20:30
Translink wishes to appoint an Economic Operator to provide integrated design services and subsequently support it in the procurement and management of a Works Contractor for the Project. The services sought are for a multidisciplinary integrated design team to be appointed under an NEC 3 Professional Services Contract. Full details of the contract terms and conditions shall be set out in the Invitation to Tender documents issued to those Economic Operators who are selected by the Contracting Authority to tender for the contract following the pre-qualification stage of the Competition.
The Contracting Authority at present is not in a position to place a precise value on the services required for completion of this project as the project is at an early stage. There are a number of known constraints but the chosen Integrated Design Team will be expected to develop the design from this point onwards. The cost will be derived from the way the constraints are managed and the chosen design option. It is envisaged that the value of the construction works may range from GBP 30m to GBP 100m. For the avoidance of doubt these figures relate to the Hub development and include the Boyne Bridge replacement and the Culvert re-alignment costs.
