The Council is seeking a service delivery partner for the provision of its Financial Assessment, Payments and Debt Recovery Services including:
Housing Benefit delivery — including collection of overpayments and assessments of DHP
Free School Meals assessments.
Local Welfare Assisstance assessments.
Fairer Charging and Residential Care Assessments and payment arrangements referenced to the client’s NHS Number to support the requirement for a single consolidated view of health and social care information.
Council Tax and Business Rates collection.
Recovery of former tenants arrears/parking fines/sundry debt.
Payment Services
Services ancillary to the above core services will be included in the scope of this contract, including ICT services (including the supply and management of systems) and electronic payment and pre-payment services which support the Council functions in the above areas. This will be explored in more detail at the dialogue phase, therefore this description is not exhaustive, but all services will remain within the scope of this contract notice.
An objective is that the successful tenderer will develop the service as a Joint Venture with the Contracting Authority and that the resulting solution can be made available to other public sector organisations including NHS bodies and educational establishments.
The contract will incorporate provisions for its subsequent variation to facilitate future development of the services as detailed in the descriptive document.

Requests to participate will be accepted from groupings of economic operators (consortia). In the event of a successful consortium bid the contracting authority will require that a single consortium member assumes primary liability unless the consortium constitutes itself as a single legal entity that meets Reg 23 criteria, or the contracting authority requires the consortium to form a single entity in accordance with Regulation 28. Where a subsidiary company is used the ultimate parent company may be required to provide a guarantee in respect of the performance of the contract by the subsidiary before acceptance.

The contracting authority is purchasing on behalf of other contracting authorities and it is anticipated that a number of public sector organisations in England, may, if they wish to do so, utilise the contract. Such organisations may include (but will not be limited to) Local Authorities, NHS bodies and educational establishments.
The contracting authority will use the Competitive Dialogue procedure to explore different operating models to determine the most advantageous financial model for future service delivery of financial assessment and debt recovery services, including the potential within the model to deliver payments services and alternative ICT solutions.
