The Contracting Authority is seeking to appoint a suitably qualified contractor to deliver the overall management, design, engineering, procurement, construction, installation and all testing, commissioning and validation of a Biomass Import and Storage and Outloading to Rail, facility. The biomass will be wood pellets. TheBiomass Import and Storage and Outloading to Rail facilities (BIStOR) will consist of the following elements (This is not a comprehensive list but reflects the key elements).
The quay side facility for the unloading of Biomass material from vessels. The scope may consist of but not limited to, specification, supply and installation of vessel discharge equipment, any required rails and associated foundations, construction related activities necessary to accommodate discharge equipment.
The Biomass material transfer (conveyor) systems, transporting material from vessel discharge system to the storage facility, and from the storage facility to the train and road transport loading area, construction activities necessary to accommodate the transfer system. Also included will be all required control and automation systems, all fire detection and suppression systems.
The Biomass storage facility. The scope may consist of but not limited to, the full design, engineering and construction of the storage structures, all associated infrastructure requirements (power, water, drainage, roads, lighting) Also included will be, all required control and automation systems, all fire detection and suppression systems.
The train and road transport loading facilities. The scope may consist of but not limited to, specification, supply and installation the train and road transport loading facilities equipment, construction related activities necessary to accommodate discharge equipment. Also included will be, all required control and automation systems, all fire detection and suppression systems.
Rail track and related signalling works on the The Mersey Docks and Harbour Company Ltd private rail sidings. The scope may consist of but not limited to, the lifting and realigning of rail track, the laying of new track, signalling works, construction related activities.
All works will be designed to be ATEX and DSEAR compliant, and compliant with all other statutory requirements as a minimum
This contract will be let as a single contract. The full scope of the contract may be designed and delivered in either one phase or in two phases. If in two phases, the phases may run sequentially, however there is a potential that there will be an element of overlap in the design and delivery of the phases
The development will be located at Liverpool Docks, Liverpool.

It is envisaged that BIStOR will be let as a single contract. The design and delivery of the contract may be in either one phase or in 2 phases. The full scope of the project is to store approximately 350 000 tonnes of biomass wood pellets. The scope of Phase 1 of the two phases is to store approximately 100 000 tonnes of biomass wood pellets.
The approximate construction cost of the design and delivery of the full scope of BIStORA is 150 000 000 GBP. The approximate construction cost of Phase 1 of the 2 phases is 60 000 000 GBP.

Contractors will be required to demonstrate their capacity through the PQQ process, to deliver a project with the estimated construction cost of 150 000 000 million.
The selection process will be firstly by registering an expression of interest which shall be deemed to be requesting a pre-qualification questionnaire at the email address indicated, by the date indicated in point IV.3.3 for receipt of requests for documents.
Electronic copies of the Pre-Qualification Questionnaire will be issued upon conclusion of the advertising period as indicated in point IV.3.3.
The Pre-Qualification Questionnaire must be completed and submitted by the date and time indicated in point IV.3.4.
Applicants shortlisted from a qualitative assessment of the PQQs submissions will be invited to tender. The Invitation to Tender will be issued to the prequalified contractors on the date as indicated in point IV.3.5
The Contracting Authority shall not be responsible for any costs, charges or expenses incurred by the candidates or tenderers and accepts no liability for any costs, charges or expenses irrespective of the outcome of the competition or if the competition is cancelled or postponed. The Contracting Authority reserves the right not to award all or any part of this contract. All dates and time periods specified in the notice are only provisional and the Contracting Authority reserves the right to change these.
