The Independent Advocacy Service contract will meet all statutory non-statutory requirements of the District for the provision of independent advocacy across all categories of need and provision to support Self and Group Advocacy activities.

II.2.4)Description of the procurement:
The Council intends to commission a single provider to meet all statutory requirements on the Council for the provision of Independent Advocacy under the terms of the Care Act 2014, the Mental Capacity Act 2005 and the Mental Health Act 2007.
Non-Statutory Advocacy is advocacy support that is provided where there is no legal framework that governs the advocate role. The types of advocacy delivered as Non-Statutory Advocacy are similar to those provided as statutory advocacy and include issues based advocacy support for people with mental health, learning disabilities, physical disabilities, older people or people with gender or ethnicity specific issues, along with people with more general needs, welfare benefits, housing/accommodation, family issues etc.

To provide a contact point and relevant information for people who need Self and Group Support, their Carers, friends and family members. To promote awareness campaigning opportunities and projects aimed at increasing the understanding of issues faced by people with learning disabilities, for example Healthy Living, Hate Crime, and self care; Provide or commission appropriate training for volunteers within Bradford to ensure sufficiency of supply of volunteer peer support; Provide advice and support around Self and Group Support, Capacity Building and Volunteering to the general public and health and social care professionals.
