Expressions of Interest are invited from Operators with suitable experience of Arena operation, covering such areas as Arena programming, event management, lifecycle repair and maintenance of the facility. The Council has approved borrowing of up to £91m to fund the project. The Arena shall (a) provide a key piece of cultural infrastructure for the city and sub-region (b) be a key catalyst to the regeneration of the Bristol Temple Quarter Enterprise Zone (c) raise the profile of the City and (d) realise economic benefits to the city and sub-region. The programme for the project is under review and may be subject to change; however the intention is to have appointed the Operator by the end of 2014. The Council will appoint a design team and building contractor, with the target opening date of summer 2017. The areas where variations will be considered will be set out in the Invitation to Tender documents. Information used to estimate the cost is based upon the value of the concession that the operator will pay Bristol City Council. The operator should note that the date in IV.3.4) 12:00, 6.6.2014 includes the time necessary to open, complete the on-line Pre-Qualification Questionnaire and submit all the supporting information via Bristol’s E-tendering system. Bristol City Council will be undertaking a ‘Bidders Day’ meeting on afternoon of Thursday 15th May 2014 between 1:30 to 5pm. The ‘Bidders Day’ meeting will include a short introduction to Bristol and the Arena project; an explanation of the type of work for which the Council is seeking tenders and an opportunity for bidders to ask questions. From 3:30pm onwards there will be an opportunity for bidders to engage face to face with members of the project team through pre-booked sessions. These sessions should be booked in advance when registering attendance. Places at these sessions will be strictly limited to a maximum of three persons per bidder.
