The project is to appoint a specialist workplace strategy organisation to lead, co-ordinate and deliver the design elements of the Bristol Workplace Programme. This role will be seen as the Lead Agent responsible for all the design elements, which are architectural, structural, mechanical & electrical and workplace and are detailed below.
The Lead Agent must have considerable experience in redesigning and refurbishment of listed buildings, a proven track record of obtaining English Heritage approval for alterations to listed buildings and able to work alongside council officers to implement the Bristol Workplace Programme.
The design work is anticipated to cover, subject to final programme approval, the conversion of A Bond, Smeaton Road, into new council office space, undertake the internal office improvements to the Council House and a 1980’s building, plus five satellite offices spread across the city. The Lead Agent must have considerable demonstrable experience and a proven track record in all areas of Design Specification within similar engagements.
As well as the physical workplace design, the Lead Agent will need to co-ordinate the production of policies and procedures for implementing ‘agile working/anywhere working/’new ways of working’. The Lead Agent must have considerable market-knowledge and experience of delivering workforce design change programmes in the public and preferably also private sectors. There may be a requirement for the Lead Agent to implement the deployment of agile working.
The Lead Agent is required to lead and manage all aspects of the Integrated Design Contract including:
Physical Building and Accommodation Design; the structural, mechanical & electrical and building design, planning permissions (applications/consent) and building regulations, interior design, furniture specification and English Heritage approvals also listed planning consents.
Consultancy; the workplace analysis and modelling, workplace strategy implementation, smarter and alternative working practices, space/usage optimisation, distributed team practice, flexible/mobile working and Human Resource and technology implications, drawing on extensive market and theory knowledge.
Deployment; Change planning and change network set-up/operation, training needs analysis, training/learning development, training/learning delivery, change delivery/coaching, project management, change projects, accommodation projects, communications, measurement and feedback mechanisms, management confidence building and talent development.
Lead Agents from within a Consortium must demonstrate a proven track record as a prime contractor as well as the management of sub contractors within similar engagements.

A Suppliers Open Morning will be held on 5 September 2012 at The Council House Conference Hall, Bristol City Council, College Green, Bristol, BS1 5TR.
