The selected Contractor’s innovative approach will ensure resilient services to the Client’s customers and will drive efficiencies resulting in improved value for money to the Client.
The selected Contractor’s partnership approach and effective communications will also ensure that there are good relations with all parties and that synergies are maximised with the Client’s other contractors.

Purpose of this procurement
The British Library is seeking a Potential Contractor, with a proven track record in delivering demanding Guarding Services in comparable environments.

Overview of scope
This contract will cover the site at St Pancras (London), but not Boston Spa.
The contract will include, but not be limited to, the following:
— provision of suitable on-site supervision,
— perimeter guarding services:
—— access control at Gate 10 (main vehicle and delivery entrance for the site),
—— access control at Gate 5 (pedestrian access and occasional vehicle access),
—— searching of vehicles entering or leaving the site as required,
—— response to incidents,
—— locking and unlocking the public forecourt (“the Piazza”) as directed by the Client,
—— patrol of the Piazza,
—— out of hours external security patrols, and
—— out of hours cover for Gate 8 (staff entrance).
— Internal Guarding Services, including:
—— bag searching/electronic screening,
—— cloakroom services, and
—— public Area Security.
It is envisaged that the above services may be varied, supplemented or amended in line with operational needs over the duration of the contract.
This list is not exhaustive and other tasks may be allocated as operationally required.
Services that will be excluded from this contract are:
— Internal Client security staffing service (employed directly by the Client).
The Contractor’s Supervisory Staff provided by the Contractor will, at all times, work under the direction of the Client’s Security Management team for operational security tasks.
Contract and contract duration
The procurement process for 001074 Guarding (Facilities Management Services) (Lot 2) is being conducted using the Restricted Procedure as set out in the Public Contracts Regulations (2015).
The duration of the contract will be 4 years, with possible extensions of a further +1+1+1 years, and will commence on 1.7.2019.
There will separately be Lot 1 which relates to Estates maintenance 001074 (Facilities Management Services) (Lot 1). Contractors are permitted to apply for one or both Lots but each submission will be evaluated in isolation and scored separately.
