Building construction work. Construction of 60 bed Single Living Accommodation for Royal Marines Officers, comprising single occupancy rooms with en-suite shower rooms. The proposed new building is 3-storey, approximately 2,500 m², construction on a brown-field site situated in the Royal Marines base at Poole. The contract will be let on a Design & Build basis, approximate value is GBP 4m to GBP 5m and the proposed programme has issue of tenders in Winter 2013/14 and start on site in Summer 2014.

The successful tenderer will be obliged to provide a parent company guarantee / deed of indemnity in a form specified by the Authority.

P2P is the MOD’s strategic purchasing tool. It enables electronic ordering, receipting and invoicing and provides and electronic purchasing business process based on commercial best practice. The P2P system operates over the Defence Electronic Commerce Services (DECS) and if not already connected to DECS, Potential Providers should consult on connectivity options with the service provider Capgemini. Information on DECS and P2P may be viewed at d2brade.com.
Potential Providers will be required at tender stage to state in their response that they are able or willing to trade via P2P. This will be regarded as a compliance issue when tender responses are evaluated.
The Authority will also require a project bank account to be set up, through which payment will made to the Contractor and its sub-contractors. Payment will be made against key project milestones, subject to satisfactory performance.

If a group of economic operators submits a bid, the group must nominate a lead organisation to deal with the Authority. The Authority shall require the group to form a legal entity before entering into the contract.
