1. Summary of project
Project Name: Roslin Institute Phase 2a.
Estates Development Manager: Anna Stamp.
Project Manager: Malcolm Thomson.
Construction cost (excluding VAT): Circa 3 000 000 GBP.
Main Contract type: Traditional contract (using JCT 98 Private with Quantities, with Contractor Designed Portions).
Anticipated start on site date: 4th Quarter 2012.
Anticipated construction length: 35 weeks.
Award criteria: 30 % Cost (tender) vs 70 % quality.
2. The project brief
The proposal is to build a one storey building (including plant room) of which over half of the build is an agricultural shed with the remaining space to be used as basic laboratory space. This would equate to an approximate footprint of 3 000m².
There will be a minimal office provision for the new facility as most of the personnel will work in the new Phase 1 building.
The building will need to lead on sustainability issues ensuring that both energy consumption and carbon release is minimum. The building will need to deliver a flexibility to ensure that it is future proofed for expansion and changing work methods and technological advancements.
3. Overview of procurement exercise
As a first step to awarding the main contract for this project, this prequalification has been drafted in order to assess the quality of the companies who are seeking the appointment.
The prequalification is marked out of 50 and the highest 5 companies will be invited to tender.
This will be a contract sum based on tender documentation and a further questionnaire (ITT). The further questionnaire will be marked and the tender evaluated and both will be weighted to get a final cost/quality mark.
Further information will be detailed within either the PQQ documentation and or the invitation to tender documentation.
