The Project is for the provision of the delivery between 70 to 100 social housing units in West Belfast by means of design and build, where the participant provides the land, designs, constructs and completes the scheme for FOLD in accordance with the DSD Housing Association Guide; Employers Requirements and statutory body requirements.
To commence the construction of the units no later than March 2015 with an envisaged construction period of no more than 24 months.
The units can be delivered over a number of sites or on one site. In the interests of providing an efficient housing management service, any one site must not provide less than 35 units.

Objective criteria for choosing the limited number of candidates: The purpose of this pre-qualification process is to provide the Contracting Authority with sufficient information to allow Developers with access to a site(s) to be selected for the Tender Stage. Developers short-listed from the pre-qualification process will be invited to participate in a competitive tender process.It is anticipated that a maximum of 5 Developers that satisfy the completeness and compliance checks, the criteria for the rejection of Developers, the information as to economic and financial standing and who achieve the five highest scores in the technical or professional ability evaluation process will be short-listed and invited to submit tenders. Where there is a tie for 5th place, then all Developers in 5th place will be invited to tender. For the purposes of this exercise a tie for 5th place is deemed to occur where two or more Developers have identical scores. In the event that procurement is unavoidably delayed, but not cancelled, the PQQs will be assessed at time of receipt and applicants will be notified of the outcome. The maximum period that the short-list will be maintained is 12 months from the PQQP submission date. When the procurement process is re-commenced, the CA may seek confirmation that the shortlisted Developers still meet the required minimum standards for the competition.
