The authority is a Group of registered social landlords seeking a qualified and experienced service provider who can undertake Consultancy services for the authority (or any part thereof).The framework agreement will comprise:

The framework between the Authority and the successful service provider will be based upon a standard set of terms and conditions as set out within the invitation to tender documentation.
The current members of the Bromford Partnership are listed in Annex A of this Notice.
Under the framework agreement the current and future members of Bromford Housing Group Limited and the current and future members of Bromford Partnership will be able to call off contracts with framework consultants as and when services are required.
Applicants should note that under the framework agreement, none of the organisations that are entitled to call off shall be under any obligation to do so.

Information and formalities necessary for evaluating if the requirements are met: Applicants will be required to complete a pre-qualification questionnaire (PQQ) consistent with the provisions of Directive 2004/18/EEC. The PQQ is available as detailed in VI.3. The PQQ must be returned by the dates stipulated in IV.3.4.
As part of the evaluation of the PQQ (full details of such evaluation can be found in that document) the Authority will assess each applicant’s status wih regards to the mandatory and discretionary grounds for ineligibility (as set out at Regulations 23 of the Public Contracts Regulations 2006 SI 2006/5 as amended (PCR) in the United Kingdom in determining whether an applicant is eligible to be invited to tender.
Applicants who are registered outside of the United Kingdom will also be asked to declare if any of the equivalent mandatory and/or discretionary grounds for ineligibility under their own country’s law to whom any of the mandatory grounds apply as set out at Regulation 23 of the PCR (or the equivalent domestic legislation of the applicant) will be treated as inelligible and will not be selected to bid.
