Housing 21 entered in to the largest Sheltered Housing PFI arrangement in the UK with Oldham Council to refurbish and maintain sheltered housing stock across the region over a 30 year period. In addition the deal was also to provide three new housing schemes. The stock in management now consists of approximately 1400 homes, 300 retirement flats, 300 extra care flats and 800 bungalows. The properties are maintained by the PFI known as the Oldham Retirement Housing Partnership (ORHP).
Housing 21 wish to procure one contract estimated to be approximately GBP 700 000 per annum excluding minor works. This contract will provide Responsive Repair, Lifecycle maintenance services with the potential to also provide support to minor projects up to a maximum of GBP 3 000 (excluding VAT) per project. All Voids will be subject of this contract (approximately 140 per annum) and will be managed to achieve an output specification. Furthermore, a Handyman Service is required. The service will be supported by a call centre facility providing electronic access and control of all works and appointments for residents, linked to an asset management database.
The service contract will last for up to 10 years and will be reviewed for performance in years 3, 5 and 7. This does not mean that the contract terms in place relating to performance will not be implemented.

The scope of the contract includes for one contractor to provide a complete maintenance service including project works. No guarantee is provided as to the value of quantity of work for any appointed contractor.The contractor is required to manage and deliver a high standard of service with their own directly employed labour or qualified local sub-contractor resource. A self managed or contract call centre is essential with the contractor also providing online management tools for monitoring and integration in to Housing 21’s asset management database.

Description of particular conditions: This is a contract with many sensitivities due to the customer base. All contracting staff will need to be subject of a DBS (Disclosure Barring Service) check.
Contractors and their supply chains may be required to participate in the achievements of social and / or environmental policy objectives relating to recruitment, training and supply chain initiatives. Accordingly contract performance conditions may relate to social and environmental considerations.
