The Project is for the provision of modern, open plan office accommodation, including a high quality ministerial suite, ‘Deli’ style catering and coffee bar facility, and associated support accommodation incorporating the re-fit of the upper floors of Adelaide House (floors 1 – 7) in a phased programme. Outside of the working areas the building will continue to be occupied throughout the duration of the works.
Adelaide House is the headquarters building of the Department for Employment and Learning (DEL), located in Adelaide Street, Belfast. It is an eight storey building with staff accommodated in cellular accommodation throughout all floors. A central service core incorporates toilet facilities, provides for vertical circulation via 3 lifts and staircase, and includes main vertical services distribution. Two other staircases are located towards the rear of the building with one adjacent to a fourth, service lift. The main electrical switchroom is located towards the rear of the building on the ground floor, with the main boiler and ventilation plant areas located on the seventh floor and roof areas. Gross internal floor areas are as follows:-.
First – 1 188 m².

The works will comprise the isolation and making safe of the respective services and systems on each floor prior to any demolitions or stripping-out. Demolitions will comprise the taking down of suspended ceilings, partition walls incorporating doors and screens, and lifting of the raised access flooring system including floor finishes. Stripping-out will comprise all redundant services, systems, and fittings contained therein. Strip-out on the sixth floor will also comprise the removal of the existing canteen (food preparation and servery) equipment.
Re-fit will comprise various elements including the erection of fire and acoustically rated metal stud plasterboard faced partition walls including installation of proprietary doorsets and glazed screens therein; installation of proprietary raised access flooring system; installation of proprietary feature plasterboard and suspended ceiling system(s); installation of specialist commercial grade catering, storage and servery equipment and other fitted furniture items with high pressure laminate and natural wood finishes; the provision of accessible toilet facilities including chinaware and grabrails on alternate floors (where not currently provided) including an executive washroom; and re-decoration comprising application of various coatings and wallpaper(s).
Electrical services works will generally comprise removal of redundant electrical equipment, cables and cable containment and the design and provision of new electrical services installations throughout to include upgrade of main electrical switchgear, provision of final distribution boards and sub-mains infrastructure complete with energy sub-metering, lighting and emergency lighting installations complete with automatic controls, small power installations and data cable infrastructure, L3 category automatic fire detection and other life and property protection systems, HVAC controls and general power wiring infrastructure, public address, access control, CCTV and intruder detection systems and local AV installations including TV signal distribution infrastructure.
Mechanical services will generally comprise the strip-out of redundant services, modification of existing retained systems and installation of new plant in line with standards expected for the Government estate. Works typically will include, but are not limited to, a heating system suitably zoned to distribute heating via a radiator circuit served from a gas boiler, mechanical ventilation, comprising supply and extract systems and associated duct work, air handling plant, gas fired variable refrigerant flow heating and cooling system and a high efficiency heat exchanger, and modifications to the existing domestic hot and cold water and plumbing systems. The various systems will be monitored and managed by a building management system and the energy and resource consumption of the building will also be recorded on a data logger.
Services and systems are required to be maintained to those other occupied areas of the building outside of the working areas throughout the duration of the works. Temporary fire alarm and detection systems shall be provided within the working areas and shall be linked into the main building system(s).
The re-fit works are expected to achieve a BREEAM ‘Very Good’ rating. The contractor’s design shall take account of all such necessary measures required to achieve such a rating and shall incorporate same into the Works accordingly.

Contractors’ performance on this contract will be regularly monitored.
If a Contractor fails to reach satisfactory levels of contract performance it may be regarded as an act of grave professional misconduct and the Contractor may be issued with a Certificate of Unsatisfactory Performance and the contract may be terminated.
The issue of a Certificate of Unsatisfactory Performance will result in the Contractor being excluded from all procurement competitions being undertaken by Contracting Authorities on behalf of bodies covered by the Northern Ireland Procurement Policy for a period of twelve months from the date of issue of the certificate.

Precise information on deadline(s) for lodging appeals: The Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court in Northern Ireland.
CPD will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
Any proceedings relating to any perceived non-compliance with relevant legislation must be started within 30 days or at most within 3 months, beginning with the date when the Economic Operator knew, or ought to have known of the alleged infringement.
