The BBC is seeking expressions of interest and proposals from the market for a substantial refurbishment or redevelopment of its Maida Vale studios in London. The existing studio building requires major investment to bring it up to a modern standard, so the BBC is considering its options.
It is anticipated that shortlisted applicants will provide proposals that will provide for a mixed use residential and studio development on the site to include the BBC’s studio requirements such that the value generated meets or is greater than the cost of the providing the new or refurbished studio building to a fully serviced shell and core basis. The BBC will fit out the interior of the building including the studios and ancillary office areas including the provision of studio facilities on a new site.
Built in 1909, the building was acquired by the BBC in the early 1930s to meet public demand for broadcasting. It is now home to the BBC Symphony Orchestra, the BBC Singers, the Radio 1 Live Lounge and “In Session” recordings. The BBC’s preference is to continue to use the site and is looking for the right organisation to help realise its ambitions.
Innovative proposals will be welcomed which will ensure that the final solution is based on cost effective construction costs, reduced operating costs, achieving “greener” energy requirements and a rating of BREEAM Very Good with an aspiration for BREEAM Excellent. The BBC will also consider a range of ownership and leasehold structures to facilitate and deliver the BBC’s ambitions.
The BBC is working with commercial property consultants Lambert Smith Hampton (LSH) to seek innovative outline proposals for the 0.54 hectare (1.33 acre) freehold site. The BBC will involve its property and estates partner (Lambert Smith Hampton) to assist in the scoping and drafting of prequalification documents, invitation to participate in dialogue documents and invitations to tender and/or the evaluation of tenders. However, the final decision as to which is the most economically advantageous (by reference to the award criteria) will be made by the BBC. In the case of technology requirements, the BBC may involve its technology partner (Atos IT Solutions and Services Limited) to assist in the scoping and drafting of invitations to tender and/or the evaluation of tenders. However, the final decision as to which is the most economically advantageous (by reference to the award criteria) will be made by the BBC. The awarding authority reserves the right not to award a contract and to annul the procurement process at any stage.
