Design and execution
Main site or location of works, place of delivery or of performance: Atherton leisure centre, 189 Romford Road, Stratford, London E15 4JF, UNITED KINGDOM.

The successful economic entity will be responsible for the design, planning, construction (including enabling works and potentially demolition and site clearance) of the entire development and long term management or disposal of non-leisure elements that will be constructed through appropriate land agreement of part or all or the contracting authority’s land interests.
The contracting authority has freehold title over the entire site and is willing to consider granting the successful economic entity a leasehold interest as part of the contract for such period as is commensurate with whatever is constructed on the site.
The contracting authority will contribute financially to the cost of the leisure centre but the successful economic entity will be expected to provide a solution that achieves best consideration for the contracting authority’s land, including the potential for the contracting authority to receive an initial upfront capital payment and/or to share in the value generated by the non-leisure uses.
At the time of placing this notice the regeneration of the centre is subject to a public consultation exercise the results of which will not be known until the end of March 2012. The principal focus of the Contracting Authority is for the establishment of a modern fitness and leisure facility for the residents of the area. Without preempting the consultation, the Contracting Authority considers there are 2 options being (A) thought to be the most economic option involving demolition of the Centre and construction of a new fit for purpose leisure centre along with housing and potentially other commercial elements (B) the other option of refurbishment of the existing structure, which could potentially include redevelopment of some parts of the building, perhaps with potential to accommodate some residential development or other uses subject to an acceptable design solution.
The Contracting Authority will issue to economic entities who pass the PQQ stage a development brief which will confirm whether option A or B is required. The development brief will also set out a number of principles and specifications which the development will be required to meet. Description of particular conditions: Under this procurement a contractor and its supply chain will be required to actively participate in the achievement of social, economic and/or environmental policy objectives relating to recruitment and training together with environmental and supply chain initiatives and other similar initiatives. Accordingly, contract performance conditions may relate in particular to social, economic and environmental considerations.

The contracting authority has selected the competitive dialogue procedure for this procurement and following an initial evaluation of submissions at the invitation to proceed to dialogue stage reserves its position to reduce the number of operators it wishes to continue dialogue with and will be at liberty to do this at any time. Details how this will operate will be more fully set out in the invitation to proceed to dialogue which will be issued to selected economic entities after the PQQ stage of the procurement.
The contracting authority reserves the right to withdraw from the procurement process and/or not to award any contract as a result of the competition called for by this notice. All discussions and meetings will be conducted in English. Tenders and supporting documents must be priced in Pounds Sterling and all payments under the contract will be made in Pounds Sterling. The contracting authority does not bind itself to accept any tender. The contracting authority is not liable for any costs incurred by those expressing an interest or tendering for this opportunity.
