Circle Group is a group of nine Registered Providers who together manage over 65,000 homes across the UK and provide services for over 300,000 people. The members of Circle support communities and works to improve life chances amongst its customers by providing general needs housing and extra care and sheltered housing, as well as responsive support and services. In this document, references to the Group or to Circle are to the Circle Group.
Circle was named in 2011 having changed its trading name from Circle Anglia which was formed in 2005 as a result of a merger between Circle 33 Housing Group and Anglia Housing Group. We now have 12 Group partners including nine registered providers (RPs) of affordable housing, a support and care partner (Circle Support) and a commercial business that provides telecare services (Invicta Telecare), shared ownership properties for sale and leasehold property management and repairs services (Circle Living). Circle also operates a mutual exchange service, House Exchange.

The framework agreement will consist of building contractors covering a range of works values and geographical areas. The majority of works contracts awarded through this framework will be for, but not limited to new build housing schemes. There will also be some use of the framework agreement to award contracts for refurbishment projects.

Joint and several liability. In the event of a successful consortia bid Circle reserves the right to require the consortium to establish a separate legal entity to enter into the contract.

Description of particular conditions: Circle wishes to support people who are in long term unemployment and small and medium sized enterprises, as well as supporting environmental sustainability. Accordingly the contract may contain community benefit clauses as permitted by Regulation 39 of the Publin Contracts Regulations 2006.

There is expected to be a wide variety of housing projects undertaken such as the construction and refurbishment of homes for social, affordable and market rent and for shared ownership and market sale, together with associated re-generation.
