Fusion21 provides a range of specialist services to public and private sector. We aggregate spend across multiple organisations to get better deals with contractors, service providers and suppliers. We have procured over GBP650m in property related contracts and services for our members and have saved them in excess of 50 000 000 GBP over the years. More importantly, by including social clauses in these contracts, we have generated a wide range of social outcomes including over 1 300 jobs, for local, long term, unemployed people.
The purpose of the framework is two fold. The exercise will create a framework that can be accessed by public bodies. The top ranked firm from this exercise will be called off directly to provide services for the refurbishment multi-story blocks. All subsequent call offs will be by mini competition amongst firm selected to the framework. An initial project has been identified that will be used as the basis for participating contractors to price at the Tender Stage.
We estimate that the total value of the call offs for the duration of the framework will not exceed 300 000 000 GBP.

Information and formalities necessary for evaluating if the requirements are met: (1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.

Precise information on deadline(s) for lodging appeals: Fusion21 shall comply with the requirements of Regulations 29A and 32 of the Public Contracts Regulations 2006 (which incorporates Directive 2004/18/EC into English law, as amended to incorporate the requirements of the Remedies Directive (2007/66/EC) when notifying economic operators of the outcome of this procurement. Fusion21 will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before expiry of the standstill period. Such information should be requested from the address in section 1.1). Precise information on deadline(s) for lodging appeals: If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules may bring an action in the High Court. Any action must be brought promptly and in any event within 3 months of the challenging party being made aware of the breach.
