Description

Leicester City Council wish to commission a study of a waste treatment and processing plant located at Bursom Road, Leicester in relation to odour emissions and control.

The plant holds an Environmental permit and is authorised by the Environment Agency.
Site plan and location plan are available if required.
Type of plant/equipment operating is: Cascade Ball Mill with various technologies to separate the different waste streams
Odour control techniques employed: negative air pressure system which is treated by a bio-filter.
Typical Operating patterns: Tuesday – Friday: 05.00-19.00, Saturday 05.00 – 12 noon
Throughput and type of waste: Approx. 100,000 tonnes of municipal waste

Contract
This contract is to undertake a study to:

1. Determine the odour threshold limit values within the site area, on the site boundary, at nearby residential properties.and at a control point outside the affected area

2. Ascertain if the current odour threshold across the site boundary would be a breach of the environmental permit issued

3. Ascertain if the current odour threshold across the site boundary would be likely to result in complaints and /or be a statutory nuisance

4. Undertake modelling to supplement odour sampling to predict 1, 2 and 3 with altered physical parameters like wind direction, temperature, humidity etc (changing weather conditions)

5. Provide a written report summarising these findings.

All evaluation and monitoring should be done as per MCERT accreditation and meet with current British, European and ISO standards.

Additional option to be quoted:

6. A second phase of odour threshold monitoring and modelling in the event that any improvements are implemented to the processing plant and/or abatement equipment to monitor compliance and improvement.
