Portsmouth City Council (the Council) is seeking to procure a contract for the construction of a new multi-modal transport interchange to replace the existing facilities located at the The Hard, Portsmouth. In constructing the new interchange facility the Council is aiming to deliver the following objectives:
1) Kick start the regeneration of the Hard Masterplan Area and contribute to economic growth of the Solent region.
2) Provide sufficient public transport capacity to meet any future demand.
3) Deliver a safe and attractive point of entry to the City’s key tourist area
4) To provide benefits to transport users, easing their journeys through reducing travel time and improving their experience.
The Council is targeting to have awarded the contract by 17.2.2015 and the successful Contractor will be required to start on site during March 2015 in order to deliver practical completion by end of February 2016. Estimated value of the construction works is GBP 6.6 M. The form of contract utilised will be the NEC3 Engineering & Construction Contract — Option B.
The deadline for submission of requests for clarification is 3.10.2014 23:59 with the deadline for submission of completed pre-qualification questionnaires following on 10.10.2014 14:00. The Council is targeting to release tender documentation to shortlisted Contractors by 17.11.2014 with the deadline for submission of bids following on 9.1.2015 14:00.

II.2.1)Total quantity or scope:

The existing interchange facility is to be demolished and replaced by the new Bus Terminal Structure, Bus Stop Forecourt, a Taxi Rank and a landscaped Public Realm scheme. The intention is to re-connect the new interchange with the historic dockyard, the railway station, Gosport Ferry and the Gun Warf Retail outlet.
During the construction period all the relevant transport modes will need to be fully operational and the movement of passengers between all the different interchange facilities and urban realm destinations must be kept connected. This will be achieved by means of the temporary phasing strategy. This needs to be coordinated with the relevant stakeholders.
Running concurrently with the construction phase of the project, other multiple unrelated projects will also be progressing. Again, this will impact on site access and the construction sequencing. This will require coordination with other contractor organisations.
Scope of work
— The underside of the deck and supporting piles is to undergo a programme repair including cathodic protection.
— The existing buildings are to be demolished and existing deck surfacing removed, including the waterproof layer.
— The bridge deck is to be waterproofed and new pavement surfacing applied.
— The new interchange will be a steel framed structure supported off a new reinforced concrete stall riser built off the existing bridge deck.
— The painted steel framed structure will be cladded with glass curtain wall system and made water tight with a proprietary roofing system. The fitting out of the enclosed structure of the floor and the ceiling finishes, including fittings, fixtures and furniture. The MEP (Mechanical, Electrical & Plumbing), Way-finding and Signage components are to be integrated and coordinated into the finishes.
— The two metal framed internal service pods structures are clad with a metal stud and drywall system. These two structures are to be fitted out and MEP components to be integrated and coordinated with in the finishes.
— The steel canopy structure over the bus stops will be painted and roofed with ETFE (Ethylene/Tetrafluoroethylene) cushions.
— The waterproofed bridge deck modelled to accommodate the bus stop forecourt, taxi rank and public ream area will be landscaped including fittings, fixtures, furniture and integrated MEP components.
— Disconnection and removal of existing statutory services to station and deck to allow demolition.
— Provision of temporary services to allow access to train station and ferry.
— Diversion of statutory services to highway and provision of new statutory services to bus station and concourse/deck areas, including power, water, telecommunication, lighting and street lighting, fire hydrants and signage.
— New services to include provision of small power, data/comms, Computer Information System with central screens and over door bus information, lighting, emergency lighting and fire alarms, Public Address system, heating and cooling to concourse Pods, hot and cold water services and combination of mechanical and natural ventilation strategies, CCTV and security systems will be introduced to all areas.
