2.2

Description of the goods or services required

The Management Committee of Eday Community Enterprises has had a number of concerns regarding the performance of the shop in recent years. The main concerns are:-

declining sales,

excessive staff costs

high stock wastage.

It is felt that these are the main contributors to the shop’s current situation and that they need to be addressed in order to bring the shop’s performance back to a profitable level.

The physical development of the shop is also now a major concern. The shop requires a complete update to ensure that it is complying with current legal requirements. These would include:-

Improved disabled access

Removal of trolley store from entrance

Better toilet facilities

Gas bottle handling equipment

Improved flooring

Increased display space

Separation of ambient and chilled/frozen product

New shelving

Additional craft/local produce area

Self-serve café

Improved staff facilities

Modernised lighting

Replacement/more efficient chill/freezing

Improved non-shelf display

Improved overall visibility in the shop

There is also an old shed area that needs complete refurbishment in order for it to be usefully incorporated into the shop once more.

The Committee have considered purchasing and installing an Electronic Point of Sales (EPOS) system which would incorporate fuel sales to help improve both management and data systems. Installation of a CCTV system has also been considered. Whilst this is still at the discussion stage with the Management Committee it is being considered as to whether this would assist in ascertaining whether theft is a contributory factor in the area of declining profits.

The Management Committee of Eday Community Enterprises does not have the expertise to develop this plan without assistance. In order to take this plan forward the Management Committee wishes to commission a feasibility study and produce a development plan that will outline the developments required to improve sustainability and which can be submitted to funders in order to secure the necessary finances for the project. The Management Committee also recognises that a project of this size would only be considered by funders if there is a completed feasibility study.

The feasibility study will cover:

Operational and Management concerns regarding excessive staff costs and excessive stock wastage.

Systems and data management

Marketing

Physical development of the shop

Community Consultation. This consultation would cover the community’s thoughts on the current usage of the shop and its operation, what priorities the community feel that need to be addressed and a wish list of how the community feels the shop could be developed to improve its overall sustainability and benefit of the island.

The key tasks are:

In conjunction with the committee/staff review the entire current operation of the shop, its systems and data management and consider options for the future development of ECE which will maximise income and improve the sustainability of the business.

Consult the community, either by visiting each household or designing a questionnaire, to gain

the views on how the shop should be developed and the type of produce it should stock/sell.

Thematic analysis or other appropriate techniques should be used to interpret the data in order to produce a written report which shows clearly any identified common themes and associated statistics.

Prepare and deliver a presentation for the Committee detailing the results of the consultation.

Produce a written report with recommendations which will form the basis of a refurbishment plan.

Produce a development plan for the business.

Advise on how to market the shop and its produce.

Advise on possible funding sources this project.

Produce a report for presentation to the Community

3 Conditions for Participation

3.1

Minimum standards and qualification required

Your tender must include the following Sections:

1. Please provide your contact details on the front cover of your submission.

2. An Introduction including a short summary (max ½ page) of your business / organisation in the context of our specific requirements for this contract and indicate how you feel you are qualified to provide this service.

3. Methodology including details of how the objectives and key tasks will be delivered and managed.

4. Details of the proposed management and delivery team used to undertake the work. This should include individual responsibilities, qualifications, skills and experience and on-going quality assurance.

5. Assessment and mitigation of any challenges and risks identified in managing and delivering the project.

6. Details of two relevant related Case Studies indicating the key challenges, successes and lessons learned and how these will be used to assist in the delivery of this contract.

7. A total fixed price for the contract including a breakdown of the fees and any associated costs.

Pricing should fully reflect all charges to be included in any invoices to Eday Community Enterprises and it is up to candidates to consider this in their pricing proposals. These should include, but not be limited to, fees, day rates, third party costs etc. These prices should also include provision for recovery of any other expenses, including but not limited to, travel and subsistence and travel time.
