The improvement will be achieved though a proven methodology of awareness raising seminars; construction development networks (improving quality cost and or delivery of that network through technical intervention); direct technical interventions with construction companies; benchmarking diagnostics; skills development; and accreditation

The Construction Futures Wales Programme will provide a clear, accessible route for all Welsh construction companies to access the support they require to make them sustainable and enable growth
Business Construction Diagnostic:
A bespoke technical diagnostic and benchmarking tool will be developed and used to understand the business and skills requirements of the construction company. The diagnostic will advise as to what are the technical requirements of the company to improve their processes, systems or skills base and advise as to whether further interventions are required to meet the company’s developmental needs.
Tailored one to one Business Support:
Individual direct one to one company support will be provided to improve the technical operating processes and systems within a construction company. Through the introduction of various business improvement tools and techniques, the construction company will improve its performance and competitiveness. Support provided will include technical construction PQQ and tendering support.
Seminars/Workshops:
Seminars and workshops will be identified by the priorities and actions of the sector panel, the Welsh Government sector team and CITB Construction Skills Wales. These will typically take the form of early morning breakfast briefings around topics that are directly affecting the construction industry in Wales.
Sourcing:
Through “Meet the Buyer” events construction clients and main contractors will have the opportunity to meet with construction companies who may be suitable sub-contractors and suppliers for their construction projects.
Supply Chain Networks:
Supply Chain Network support will be provided. Members of the supply chain will benefit from improved project performance, gained through the practical implementation of new ideas, tools and techniques to facilitate the driving down of costs, improvement of quality, and by ensuring on-time / improved project completion, which can be measured.
Skills Development and Management and Leadership:
The project will look to fund individual skills support in order to develop in-house capability in participating companies.
Company /Supply Chain Champions:
One of the major concerns for the programme is the long term sustainability of the gains made. A contributing factor is the lack of personnel with the right skills and ability to work with the supply chain. This programme will pilot a project to introduce measures and develop champions to address this.
Marketing and Publications:
The programme will benefit from the expertise and resources’ of, the Welsh Government’s marketing team. An additional allowance has been made in the Programme budget for bespoke marketing activities. As a direct result of the Programme, good practice guides may be developed and published for use by industry. They may also be made available online.
Additional Services:
Additional services as determined by the Welsh Government and the Construction Futures Wales Programme Manager and Strategic Board.
Estimated value excluding VAT: 2 500 000 GBP
Provisional timetable for recourse to these options:
in months: 36 with an option to extend for a further 12 months (from the award of the contract)
Section III: Legal, economic, financial and technical information
(b) is the subject of proceedings for a declaration of bankruptcy, for an order for compulsory winding-up or administration by the courts or for an arrangement with creditors or is the subject of any other similar proceeding under national laws or regulations;
(c) has been convicted of an offence concerning his professional conduct by a judgement which has the force of res judicata;
(d) has been guilty of grave professional misconduct proven by any means which the contracting authorities can justify;
(e) has not fulfilled obligations relating to the payment of social security contributions in accordance with the legal provisions of the country in which he is established or those of the country of the contracting authority;
(f) has not fulfilled obligations relating to the payment of taxes in accordance with the legal provisions of the country in which he is established or those of the country of the contracting authority;
(g) is guilty of serious misrepresentation in supplying the information required under the provisions of the Directive on the criteria for qualitative selection.
