Alba Innovation Centre is a Scottish Enterprise owned purpose-built 25000 square foot incubator located on the prestigious Alba Business Park in Livingston. The Centre houses and provides support to early stage technology businesses with high growth potential. There are currently 20 tenants and approximately 82% of the available space is occupied. The centre also provides support to 20 enterprises via a Virtual Incubation Service. The Centre is an integral part of SE’s approach to incubation and the successful bidder will be required to work very closely with SE.
The successful supplier will be responsible for providing the full range of services on site including:
— Identifying and attracting potential virtual clients and tenants that meet the criteria for entry into the Centre.
— The provision of a business advisory service to tenants that meet SE’s company growth service criteria,
— Actively managing the portfolio of tenants to ensure that as companies mature that they graduate into other business premises,
— The provision of third party specialist advice as relevant to early stage technology companies,
— Full Estate and Facilities Management of the building.
Suppliers will be required to demonstrate experience of delivering best practice incubation to growth businesses, with excellent networks in the wider business community. They must also demonstrate the ability to deliver a turnkey service incorporating full estate and facilities management services. Given the breadth of the services required under this contract, Scottish Enterprise welcomes consortia bids and bids containing identified sub-contractor activities.
A contract including a service level agreement will be used to specify and monitor the quality of delivery with a performance review undertaken annually to ensure that the contract is achieving key milestones.
The contract will be for a duration of 2 years commencing on 1.6.2013, with Scottish Enterprise having the option to extend for an additional one year period.
Scottish Enterprise considers that the award of this contract may give rise to a relevant transfer under the Transfer of Undertakings (Protection of Employment) Regulations 2006 and bidders will base their proposals on that basis.
The Virtual Service will be part financed by the European Regional Development Fund.

Description of these options: This contract may be extended for a further 12 month period.

Minimum level(s) of standards possibly required: Amongst other matters, due to the value and assessed risk associated with this commission, tenderers will be required to demonstrate a minimum average turnover of GBP 489,000 over the last 2 years for which accounts/financial statements are required. SE may seek a Parent Company Guarantee. If financial information is not provided, SE reserves the right to remove the candidate from the tender process.
