The SE Rural Leadership Programme has been running for 7 years and is targeted at business leaders and key influencers from across SE’s rural areas with a focus on Agriculture (as a key part of the food and drink supply chain), Energy, Tourism and rural services sectors.
The aim of the programme is to assist Scottish rural business leaders to create additional wealth through leading, team working, networking, influencing and by being ambitious. It does this by developing the capacity of individuals, building their confidence to lead, widening their boundaries, building industry and parliamentary trust, providing an awareness of rural economic and broader issues and introducing individuals to the wider rural leadership network.
The many and diverse interests in Scotland’s rural economy and the current economic environment make successful and effective leadership more important than ever. Rural Leadership programmes have been run successfully in many countries and work on the premise that investment in enthusiastic and ambitious individuals produces a lasting legacy in their business, sector and community for the rest of their lives.
The programme will deliver a series of workshops based on leadership development and built around
– Leadership including communication and societal abilities
– Enhancement of knowledge of agriculture, food systems, policy making and current agriculture and food issues.
– Learning journeys to Holyrood, Westminster and Brussels.

SE are seeking a supplier(s) to undertake the following 2 distinct elements of Programme delivery:
1. Core Delivery for Recruitment, Facilitation, Organisation and co-ordination
For the purpose of this contract, we are seeking a contractor to provide facilitation support, delivery and co-ordinating of the SE Rural Leadership Programme over a 3 year period. The programme will be delivered in 3 areas across the SE area of Scotland (North, East and West) to 45 delegates on an annual basis. The model of RLP will be largely set by SE, based on the success of previous years.
We would envisage the following requirements to be undertaken on an annual basis by the successful contractor in order to successfully deliver the Scottish Enterprise Rural Leadership Programme over a 3 year period:
– Recruitment of 45 rural businesses in the SE area of Scotland;
– Design, develop and deliver facilitated workshops in a stimulating, engaging, challenging and practical environment;
– Design, develop and deliver an inspiring Learning Journey to London;
– Provide project administration, organisation and co-ordination support;
– Meet with the SE Project Manager up to 4 times during the period of the annual contract and liaise regularly throughout;
– Work closely with other contractor(s) who will be involved in delivery of the Leadership Workshop and one-to-one coaching;
– Work closely with Scotland Europa to provide a seamless Learning Journey for the Brussels element of the programme;
– Organise, manage and book all venues and overnight accommodation for each element of the programme as well as manage all travel arrangements associated with the 3 day Learning Journey. We would expect the successful contractor to only charge the actual costs of these and nominal administration/co-ordination fee;
It is important that companies interested in providing this service have previous group facilitation experience as well as knowledge and understanding of the rural economy in Scotland and rural economic development.
2. Deliver Leadership Skills Workshops and One-to-One Leadership Coaching
For the purpose of this contract, Scottish Enterprise is seeking a contractor to undertake the following requirements on an annual basis over a 3 year period:
– To deliver a 2 day Leadership Skills Workshop (residential) for each of the 3 groups listed above;
– To provide one-to-one coaching of up to a maximum of 3 hours per participant
– To create individual Action Plans for each participant – this will be shared with Scottish Enterprise and used as a key working document throughout the Programme.
We envisage the contractor to incorporate and have experience in the following:
– Experience of leadership in a rural context as well as knowledge of the rural economy in Scotland;
– Qualified coaching experience and qualifications/experience in business;
– Experience of managing businesses and knowledge of sound business practice;
– Ability to adapt coaching approach/methods to meet needs of individual;
– Experience and comfortable with coaching beyond the presenting problem to assist participants identify other unresolved issues that affect their ability to lead effectively;
– Experience and ability to use measures to increase self-awareness and leadership capability (i.e. 360 degree feedback, Emotional Intelligence).
Respondents must indicate which Lot or Lots they intend to bid for. If bidding for more than one lot please complete the relevant commissioning information for each. Failure to do so would exclude you from that specific procurement.

– To provide one-to-one coaching of up to a maximum of 3 hours per participant (135 hours in total) – to be completed by end February 2015, 2016 and 2017;
– To create individual Action Plans for each participant – this will be shared with Scottish Enterprise and used as a key working document throughout the Programme.
