Engine of the North Limited (EotN) is a company owned and controlled by Cheshire East Council (CEC) and keen to set-up a number of procurement related National Framework Agreements covering various work areas, which will be open for all public sector bodies to use as well as EotN. CEC on behalf of EotN is assisting with the procurement of a commercial partner in the form of this tender: a concession contract for the provision of a framework delivery provider (‘the Provider’). The Provider will provide development, procurement, marketing and contract management services to EotN in delivering these Frameworks. The contract term is 3 years +1 +1 and value is up to an estimated 2 000 000 GBP to be generated through the framework with a proposed rebate to be shared between EOTN and the Provider over the contract term.

II.2.4)Description of the procurement:
The contract will be let between EotN and the Provider who will develop frameworks on behalf of EotN; the 1st framework required is Volumetric Modular Housing enabling the efficient procurement of a supply chain relating to volumetric modular construction projects. It is EotN’s intention to utilise the Frameworks developed for its own purposes within Cheshire East. CEC has an ambition to directly deliver (via EotN) 3 000 new residential units, focusing mainly on starter homes over the next few years. The Provider to procure framework suppliers, promote and market the framework for public sector access, contract manage framework and all call-off contracts; all on behalf of EotN and to generate an income stream in the form of a rebate for each call-off contract under the Framework. The values given in this notice are only estimations, final figures shall be considered through the competitive dialogue process. Cheshire East Borough Council will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. The Public Contracts Regulations, 2015 (SI No 102) provides for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England,Wales and Northern Ireland).
