Description of the contract

Cleveland Fire Service is seeking to separate out the commissioning and provider functions of the Fire Authority and spin out the Provider Services from Cleveland Fire Authority to establish itself as a staff led social enterprise. Cleveland is the first Fire and Rescue Service in England to assess whether it is feasible to spin out and establish an employee owned Mutual in this sector. The Fire Authority approved an expression of interest to pursue this project in March 2011. A Community Interest Company has already been established by Cleveland Fire Authority (also in March 2011) as the trading arm of Cleveland Fire Brigade, which has secured contracts worth £120k as of March 2012. The purpose of establishing the trading company is to test the viability of commercial offerings to help build the evidence for the social enterprise business plan and to begin to develop our commercial capability This project will be breaking new ground, seeking to deliver fire services back to the public sector which have always previously been delivered ‘in house’. This raises novel technical, legal and workforce issues that will need to be resolved, which creates a complex set of challenges impacting of the development and delivery of this transformation. Significant work has been completed to deliver the information which underpins the high level business plan and support to co-ordinate the transformation from in-house provider to an employee led Mutual is already in place. Cleveland Fire authority is working closely with the Cabinet Office’s Mutual Support Team to move this programme forward. The Cabinet Office is procuring legal, financial and engagement support on behalf of Cleveland Fire Brigade. The Programme Director and Business Support role will act as a co-ordinator of the team of advisors.
