The Solent LEP is seeking to deploy funding being made available through the Solent Growth Deal, to ensure momentum is maintained between the existing provision (for which funding ceases at the end of March 2015) and the longer term provision from 2016/17 as part of the EU Structural and Investment Funds (EUSIF) programme. This invitation to tender is seeking a provider of a Solent Business Support Hub one stop shop for the period 1.5.2015 to 31.4.2016.
The contract will be for a period of 1 year commencing on the 1.5.2015.
It is anticipated that this contract will be awarded in April 2015. The deadline for submission of requests for clarification is 23:59 on 20.3.2015 with the deadline for submission of completed tenders at 14:00 on 27.3.2015.

II.2.1)Total quantity or scope:
— Act as a single point of contact through which all enterprises, including social enterprises, will be able to access advice and information on local and national support programmes;
— Help enterprises to become ‘finance ready’, with strong business plans capable of attracting finance from banks, business angels, equity finance, our Bridging the Gaps programme and our Access to Finance initiative (set out in the EUSIF Strategy);
— Make appropriate referrals, where beneficial;
— Assist new business start-ups;
— Help businesses to expand into new markets, making referrals to UK Trade & Investment (UKTI) and the new Solent Inward Investment Entity (integrated Inward Investment Service for the Solent LEP area);
— Assist SMEs to help develop, through the Digital Capability Initiative, and implement strategies focused on:
— e-commerce and the extension of markets, nationally and internationally; and
— improving the efficiency of business processes, through the activities such as web-based invoicing, cloud computing, borderless collaboration and flexible/remote working;
— Appropriate and clear signposting to content and tools on gov.uk and GREATbusiness.gov.uk (including the Business Growth Service) will be available on the website and at business support events;
— Joining-up of national and local business support and simplifying the local offer to be set out in a marketing and communications plan by the end of May 2015.
Due to the proposed size and functions of the Solent Business Support Hub one stop shop, applications for funding will need to:
— comply with national UK Government guidance which proposes a prominent role for Chambers of Commerce in the delivery of the ‘one stop shop’ element functions of business support hubs;
— ensure that the model builds on existing good practice; and
— ensure that the Solent Business Support Hub incorporates the broader partnership of organisations supporting business.
Specific deliverables required to be operational by the 1.5.2015 include:
— A dedicated Solent Business Support Hub website;
— A dedicated Solent Business Support Hub telephone number;
— Specific branding for the Solent Business Support Hub website;
— Dedicated advisory staff.
The successful proposal will also be required to deliver a range of business support events within the Solent LEP area throughout the course of 2015/16.
Ownership of the Solent Business Support Hub brand, website and business database will sit with the Solent LEP.
