As part of Strathclyde Partnership for Transports (SPT) Glasgow Subway modernisation programme SPT invites contractors to tender for a 2 year call off contract to undertake Aluminothermic running rail and check rail welding plus arc welding of the third rail.
It is anticipated that the total call off annual spend for these services could be circa 100k GBP per annum and the objective is to provide a single preferred contractor to meet the need for Aluminothermic and Arc welding within the Glasgow Subway and associated Depot.
Whilst this is a genuine estimate of SPT’s requirements, no guarantee is given or implied that this level or indeed any spend will be made.

Reference to the relevant law, regulation or administrative provision: All contractor personnel for the works shall hold a current Network Rail PTS card and must also attend and pass a Glasgow Subway specific Personnel Track Safety course prior to commencing work on site.
In addition, the welder in charge shall have the minimum Network Rail standard Controller of Site Safety (COSS) as a basic requirement for going forward to train as a Glasgow Subway Class 1 Flagperson. The Class 1 Flagperson has responsibility for the provision of a safe system of work to enable activities to be undertaken by a group working on or near the track within the tunnels, station chambers and on the surface in the Broomloan Depot.
Durations for the various safety courses are tabled below:

Due to the unique nature of the Subway environment, safety procedures and working practices it is proposed that the successful Contractor will work with SPT to develop a suitable safety induction, training, familiarisation and competence assessment programme to ensure their staff are suitably, trained, experienced and competent. The Contractor will manage the competence records of staff on site and these shall be available for inspection by SPT at any time and must meet the requirements of ROGs relating to safety critical staff.
